1- Maintain the full communalization (557 municipalities)
2- Remove city town halls and departmental councils
3- Remove regional development agencies
4- Create a national agency of territorial poles which will have antennas in the 8 poles.
5- Transfer to the National Agency for Territorial Potes, the administrative skills of city halls and departmental councils, on the one hand and on the other hand, the skills, attributes and missions of regional development agencies (ARD).
6- In short, it will be a question of merging town halls and departmental councils (administrative-political order) and regional development agencies (economic-developmentalist order). With terms, to corpora all the support and support agencies for territories (PUMA, PROMOVILLE, PUDC) in the National Agency for Territorial Poles.
7- Recruit the staff of the National Agency of Pole Territories as well as in the 8 branches, according to the areas of competence transferred within the framework of decentralization.
8- The central state, will no longer deal directly with the municipalities with regard to endowment funds and competition funds, but with the National Agency for Pole Territories which will distribute it, to best reduce operating budgets.
8- Give as a foundational mission to the National Agency of Pole Territories, within the framework of a performance contract, to develop PPP (private public partnerships) to create wealth and value in territorial poles, within the framework of creation in each territorial pole, industrial zones and free zones.
9- With an attachment of the National Agency of Territorial Poles to Prime Minister, which will allow it to be transversal to the various ministries.
10- An approach that will allow us only logic of projects and programs on employment, to finally build a job and employability policy.
