The Israeli government has approved a bilateral agreement concluded with Morocco on maritime transport. Signed in Rabat on May 29, 2023, this text establishes a precise legal framework for the development of maritime links between the two countries, according to principles of free competition, reciprocity and security.
A complete legal framework in the maritime traffic service
The ratified agreement governs a wide range of provisions, affecting both the safety of ships and access to ports, taxation, dispute resolution, fees and prices. It also provides for mutual recognition of navigation documents, providing ships and navigation companies for each party a fair and equivalent treatment in the respective jurisdictions.
The text also authorizes maritime companies to transfer freely, in compliance with foreign exchange laws, the revenues generated in the other contracting state. He also organizes reciprocal assistance to ships in distress and enabled the establishment of commercial representations of maritime companies in each of the two countries.
A joint commission to ensure the application of the agreement
A bilateral maritime commission will be instituted to supervise the application of the agreement and examine the questions relating to cooperation in terms of maritime transport.
The Israeli Minister for Transport and Road Safety, Miri Regev, said that “This agreement constitutes a significant advance in the rapprochement between Israel and Morocco. The opening of sea routes will promote trade and offer new prospects for cooperation between the two countries. ”
For his part, the director general of the Israeli Ministry of Transport, Moshe Ben Zaken, stressed that “This agreement provides precious predictability for economic operators, while facilitating the circulation of goods. The creation of a joint body will deal with common challenges and bring out new convergences in the maritime field. ”
