Iqna-au Maroc, traditional educational institutions have been facing great difficulties since the publication, on March 18, 2025, of a new specifications by the Ministry of Habous and Islamic Affairs.
According to the Midar24 site, the document aims to supervise private Koranic centers, but imposes conditions deemed binding, in particular in rural areas with limited infrastructure.
Among the requirements are the ban on welcoming students not registered in the official education system, while the latter are often the main memorizers of the Koran. The text also imposes the creation of separate buildings according to age groups and encourages cooperation between neighboring establishments, which is difficult to applicable in isolated regions.
The educators also denounce funding conditioned by the number of students and their results, a criterion perceived as unfair taking into account the disparities between the establishments. The time imposed – until the end of May 2025 – is deemed too short and jeopardizes dozens of schools which risk closure.
Without a progressive support or application, these measures could weaken the fabric of traditional Koranic education and deprive many young people from access to authentic religious education.
