Public procurement is called to evolve more to integrate social and environmental dimensions. In this context, intelligent public purchases in front of the climate were the subject of a regional conference: “Climate Smart Public provides conference for countries in the Arab world and the Mena region“, Organized this Monday, jointly by the general treasury of the kingdom, the World Bank, the BERD, the Islamic Development Bank, AFD and the new development bank.
The foundations of public action should be redesigned given the context constantly, changing. Allusion made to the various environmental, economic and social ruptures. “Green public procurement is part today between two temporalities: that, short, of the immediate action dictated by the climate crisis, and that, long, of an in -depth transformation of purchasing practices, value chains and production and consumption methods” explained Noureddine Bensouda, general treasurer of the kingdom. You should know that public procurement worldwide represents $ 13,000 billion. In Morocco, public procurement mobilizes considerable resources, around 20% of national GDP, or almost a quarter of national production. This reflects the magnitude of institutional purchasing power. “We must strengthen our public financing instruments, by directing public spending to projects with high environmental and social value, by adapting taxation to encourage eco-responsible behavior, by developing green financing, by supporting free education and, guaranteeing public employment” recommends Fouzi Lekjaa, Minister of Budget.
Hence, the interest of recasting the processes of public purchases. In this dynamic, Morocco has initiated several initiatives to support the implementation of sustainable public procurement. It is first of all the integration of environmental criteria in standard documents. In addition, a Guide to Green Public Order is being finalized. This is a document that aims to provide methodological tools to integrate environmental considerations throughout the life cycle of the markets.
It is also planned, “the implementation at the level of the public procurement portal, a system of signaling tenders including sustainable development clauses, the objective of which is to identify green practices at the level of public procurement and to ensure regular monitoring”. And to add: “It is also in this sense, that a report on green purchases will be prepared by the Moroccan Observatory of Public Order” adds Mr. Bensouda. The objective is to produce encrypted data on the level of integration of the green dimension in public procurement and to feed strategic reflection on a national level.
The continuity of this ecological transition cannot be done without the collaboration of international institutions. In this wake, the World Bank and the European Research and Development Bank continue to support Morocco in its ecological reforms which are part of a national policy aimed at all sectors of activity.
