In 2022, the winner of the project management competition for the future construction of the Montmorency school group in Hérouville Saint-Clair (Calvados) was unveiled. In 2023, the project was finally canceled because the prohibitive cost was too high. Who says change of architect, says delay.
Listed on the municipal council agenda on Monday January 20, 2025, the project returned to the table. Where are we?
A new project management competition
Back to square one, elected officials adopted the deliberations concerning the establishment of new project management competition aimed at appointing the architect of the project. For the moment, the estimated budget for the reconstruction of the school is 5,475,000 euros, excluding tax and excluding demolition.
The stages of the competition, recorded during the council, should begin soon:
-- Publication of a notice for application
- Selection of applications
- Nomination of three candidates by the jury
- Selection of the winner(s) based on the projects submitted in outline form
- Lifting of anonymity of candidates
- Winner
The award of the project management contract will then take place following negotiations. A bonus for the final winner has been set at 29 000 euros and this corresponds to an advance on fees.
A 6,000 m2 project
As a reminder, the Montmorency school reconstruction project consists of the construction of a new building, bringing together the nursery school and the elementary school.
Today, the school is made up of two separate sites, the buildings of which date from the 1970s. In the new project, the 107 students will be grouped together in the same school with a built surface area of 2,600 m2 on an expanded site of 6,000 m2. The project includes eight classes, an after-school space and a catering service.
A project with “strong environmental ambitions”
According to Laurent Mata, deputy mayor for finance of Hérouville, this is a project with strong environmental ambitions in several aspects: bioclimatic architecture and one virtuous technical design.
