POSITION 1: HUMAN RESOURCES SPECIALIST

Organizational framework

This position is located at the United Nations Regional Office for Central Africa (UNOCA) in Libreville, Gabon. The Human Resources Officer (Chief Human Resources Officer) reports to the Chief of Mission Support and is part of the Mission Support Section. UNOCA covers the countries of the Economic Community of Central African States, namely: Angola, Burundi, Cameroon, Central African Republic, Chad, Republic of Congo, Democratic Republic of Congo, Equatorial Guinea, Gabon, Rwanda and Sao Tome and Principe.

Responsibilities
Within delegated authority, the Human Resources Manager (Head of Human Resources) will be responsible for the following tasks:

Recruitment and selection of personnel:

• Projects and monitors vacancies at assigned level/group, Secretariat or overall mission and ensures compliance with policies and procedures. to fill these positions.

• Manages the recruitment process, including developing recruitment strategies and plans, coordinating with client offices to forecast and identify vacancies, preparing job offers, reviewing and selecting candidates .

• Review job offers in consultation with hiring managers, ensuring that evaluation criteria and responsibilities are consistent with approved or classified documents.

• Conducts preliminary review, prepares and submits recruitment files to approving officials/entities. • Organizes and coordinates interviews for the selection of candidates.

• Finalizes and submits recommendations on candidate selection by client offices.

• Participates in task forces and task forces identifying issues/problems, formulating policies and guidelines, and establishing new personnel recruitment and selection procedures.

• Under the direction of OHRM, coordinates and administers the language professional examination and other programs and tests related to the recruitment of professional, general service and other personnel categories.

• Manages the recruitment and selection of national staff by ensuring the development of job descriptions for approved positions, liaising with UN Headquarters on the classification of these positions, advertising and guiding managers in the selection process in accordance with UN rules and regulations.

Administration of social rights and benefits:

• Provides advice and guidance to managers and staff on human resources matters.

• Reviews and recommends the level of compensation for consultants.

• Provides advice on the interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules.

• Represents the office in joint bodies and working groups relating to salaries and other conditions of service.

• Oversees the process of knowledge building/awareness of program managers, senior management and staff members regarding staff rules and regulations and related guidelines in the administration of rights and their strict enforcement by the Section human resources, including the consistent implementation of delegated authorities.

• Monitors and evaluates the effectiveness of human resources guidelines, rules, regulations, practices and procedures, and recommends revisions to HRMO, as necessary.

Planning and budget:

• Participate in the mission planning process throughout the mission life cycle to determine staffing requirements and organizational structure; also conducts analysis and provides input on emerging capability gaps, consistent with the mission mandate.

• Contributes to the budget development process by reviewing projects and providing feedback on human resource needs and organizational structure of all sections.

Education
Advanced university degree (Master’s degree or equivalent) in human resources management, business management or public administration, social sciences, education or a related field. An undergraduate university degree combined with relevant experience may be accepted in lieu of the advanced university degree.

Professional experience
A minimum of five (5) years of progressively responsible experience in human resources management, administration or a related field is required. Experience in providing HR policy interpretation and advisory services is required. Experience with ERPs such as SAP and Inspira is required. Relevant work experience of at least three (3) years at a professional level in the United Nations or an international organization is desirable.

LANGUAGES
English and French are the working languages ​​of the United Nations Secretariat. For the advertised position, fluency in English and French is required. Knowledge of another official UN language is an advantage.
