On Tuesday, October 8, the General Inspectorate of Finance (IGF) acquired a new 8-level administrative building at its headquarters, Avenue des Forces Armés (formerly High Command), commune of Gombe (Kinshasa).

Named “Etienne Tshisekedi Wa Mulumba Building”, this building includes more than 150 furnished personal offices, 6 meeting rooms, 1 amphitheater with more than 250 seats, overhead parking and several other utility compartments.

In the presence of the heads of institutions and the body of financial inspectors, the President of the Republic, Félix Tshisekedi cut the symbolic inauguration ribbon and toured the owner of this building.

On this occasion, the head inspector Jules Alingete thanked the Head of State for having revitalized the institutions fighting corruption and fraud, particularly the IGF.

For him, the presence of Félix Tshisekedi at this ceremony demonstrated the particular interest he places in the fight against corruption in the DRC.

Jules Alingete is convinced that this fight constitutes a prerequisite for the improvement of public governance, a guarantee of all development and all social progress.

Numbering 55 in 2020, the financial inspectors saw their number quintuple thanks to the rejuvenation of the corps of inspectors through recruitment carried out between 2020 and 2021.

To date, the IGF has 225 inspectors including 55 general inspectors, 170 inspectors and 1 principal inspector.

Organized in brigades, the body of IGF inspectors is today the primary support service for the mobilization of public revenue.

As the highest public finance control body, the IGF carries out a priori and a posteriori surveillance missions.

The IGF is currently present at the Central Bank of Congo (BCC), the General Directorate of Customs and Excise (DGDA), the General Directorate of Taxes (DGI) as well as the provinces and decentralized territorial entities (ETD).

Among the major investigative missions carried out by the IGF, include among others the dismantling of credit cards linked to BCC accounts for the benefit of dignitaries of the past regime, the control of Covid funds, Chinese contracts, the management of funds of EPST and others.

Indeed, upon his accession to the Presidency of the Republic in 2019, the Head of State not only gave all the means of action to the IGF but he also strengthened the prerogatives of the inspectors of this body in the exercise of their functions.

The ban on movements of public accounts, the suspension of public accountants and the suspension of managers in cases of seriousness are among the new prerogatives recognized to financial inspectors.
