In a tense budgetary context for local communities, the Haute-Vienne Departmental Council made a radical decision: to close some of its services to the public one day a week. This strategy must allow it to achieve savings, without sacrificing jobs or significant actions for the territory.

To take advantage of the services of the Haute-Vienne Departmental Council, you will now have to choose your day. As of February 1, several of its structures will welcome the public one day less per week. This concerns in particular the departmental archives, the museum of contemporary Art of Rochechouart, but also the thirty technical or social houses of the territory which ensure as much at the maintenance of the roads as on the most fragile inhabitants.
While the State asks the communities to tighten the belt, between 35 and 44 million euros are lacking in the budget of the department. “Rather than immediately removing important actions for the territory, we limit certain aspects of the supply of public service. It is not of cheerful gay that we do it. It is a strong political act, we Alert to the way communities are abused by the State“, Justifies Jean-Claude Lelobois, the president (PS) of the Haute-Vienne Departmental Council, the day after this announcement.
If the government does not react to our requests, 85 % of departmental communities will be in the red at the end of 2025. We are in a difficult situation.

This radical decision should make it possible to reduce the use of replacement contracts. It also aims to encourage the telework for holders to reduce the energy bill. Unconvincing arguments in the eyes of certain agents: “The methods of these weekly closures are not completely defined to date. The services continue to work, electricity and heating will turn … What will be the real savings at the end of the month?”wonders Carine Lannette, FSU secretary and social service assistant in one of the houses in the department.
One week from the date of February 1, the union representative cares about the possible repercussions on users benefiting from these cultural, social or technical assistance. “People are not informed. How to explain this political choice to them? We are worried about the reception of the poorest and most fragile”adds Carine Lannette.
For Jean-Claude Leblois, this change “will not prevent working and maintaining the quality of file processing”assures the president. According to him, it would even be the solution to keep all jobs of holders while in Haute-Garonne, for example, the department announced, at the end of November, the abolition of 500 positions.
Neighboring departmental councils are forced to remove positions to deal with budgetary restrictions. I don't want to get there in Haute-Vienne.

“This closure will allow us to have one day dedicated to advance certain situations. The requests that we will receive are more and more complex”confirms Alexandra Faucher, director of the house of the social department in the north of Haute-Vienne, who will now be closed on Thursdays, like the other 26 technical or social houses on the territory.
Scheduled home visits The Thursdays will be maintained “For people whose situation requires it, especially elderly”specifies the director. Just like child protection emergencies, if they take place on these days. Due to their specific missions, the departmental laboratory and the departmental center for childhood and family (CDEF) are not affected by these developments either.

- From February 1, the houses of the social department, the houses of the technical department welcoming the public and the hotel in the department will be closed every Thursday. This change will be accompanied by a decrease in the daily time amplitude of reception on other days: 9 a.m. to 12 p.m. and 2 p.m. to 5 p.m. (4:30 p.m. on Friday).
- The Museum of Contemporary Art of Haute-Vienne-Château de Rochechouart will now be closed on Tuesday. It was already on Monday, weekly day of closure.
- Regarding the departmental archives and the departmental library, the closure day will be on Monday.
