As expected, the communal councils of the rural communes of Dialakorodji and Safo, in the Koulikoro region, were officially dissolved. This decision follows several major dysfunctions denounced by the authorities, particularly in connection with land and administrative irregularities.
During a Council of Ministers held this Friday, January 17, 2025, the Minister of Territorial Administration and Decentralization announced the dissolution of the municipal councils of the two localities. This measure comes after criticism by the president of the transition concerning illegal division of plots intended for the installation of solar panels.
In a press release, the government specified that this decision is based on the Law n°2023-004 of March 13, 2023 relating to the Code of Territorial Communitiesin particular Article 8, which states:
“The Municipal Council can be suspended or dissolved. In all cases, the Municipal Council is authorized in advance to provide written explanations, through the mayor, to the State Representative in the Circle. »
The reasons for the dissolution
According to the press release, the Communal Councils of Dialakorodji and Safo were distinguished by:
- Of the irregular divisions the private domain of the State and individuals;
- L’interference from municipal authorities in the process of appointing village chiefs; irregular closure a Health Center;
- The non-compliance with procedures applicable to public procurement.
These serious violations led to a request for explanations addressed to the two municipal councils, without satisfactory results. Consequently, the government took the decision to dissolve these bodies in accordance with article 10 of the Local Authorities Code.
An inevitable decision
As a reminder, our newspaper had already mentioned, in its publication of January 13, 2024, the imminence of this sanction, emphasizing that heads were going to fall. The anger expressed by the president of the transition in the face of failing land management had set the tone.
-The dissolution of municipal councils marks an important step in the fight against administrative abuses and poor local management. However, this situation raises questions about the governance and management of municipal affairs in these localities.
All eyes are now on the possible appointment of new interim authorities to manage these municipalities while awaiting elections.
