On the twenty-second day, the Israeli army withdrew from the center of Ghaza, in particular from the Netzarim axis and the Kuwait Square axis, east of Salah Al Din Street towards an area close to the border, military sites and installations must be completely destroyed or dismantled, the disarmed displaced persons continue their return, towards their homes in the north, without any hindrance to their freedom of movement in all areas of the enclave.

From the first day, sufficient and intensive quantities of humanitarian aid, relief materials and fuel were transported, i.e. 600 trucks per day (including 50 tankers), of which 300 were intended for the North. The humanitarian aid will include fuel needed to operate the power plant, trade, and equipment needed to clear rubble, rehabilitate and operate hospitals and bakeries in Ghaza.

This operation will continue throughout the stages of the agreement. As for the exchanges of hostages and prisoners, during the first stage, Hamas must release 33 Israeli hostages, living or dead, including women (civilians and female soldiers), children (under 19, other than soldiers), elderly people (over 50), wounded and sick civilians, in return for the release by Israel of 30 Palestinian children and women for each Israeli hostage released, based on lists provided by Hamas according to length of time in detention. After this operation, the Palestinian resistance movement will release all the female soldiers still alive and in return, Israel will release 50 Palestinian prisoners, for each Israeli female soldier released.

The planning of these exchanges is initially done as follows: on the 1st day of the agreement, Hamas releases three Israeli civilian hostages, on the 7th day, 4 other civilian hostages will be released, then three more every seven days, starting with civilian women and soldiers. All female hostages will be released alive before the bodies are handed over.

2nd stage, definitive cessation of military operations

During the sixth week, Hamas will release all remaining civilian hostages included in this phase. In exchange, Israel releases from its prisons an agreed number of Palestinian prisoners, according to lists provided by Hamas. On the seventh day of the agreement, Hamas transmits information on the number of hostages that will be released at this point. In the sixth week (after the release of Hisham Al Sayyid and Avra ​​​​Mengistu among a total of 33 Israeli hostages to be released, during the first phase of the agreement), Israel releases 47 Palestinian prisoners who were (again) arrested after the agreement around soldier Shalit.

The agreement provides that if the number of living Israeli hostages to be released does not reach 33, this number will be supplemented by the bodies of other deceased hostages belonging to the same categories. In exchange, Israel will release during the sixth week all women and children (under the age of 19) arrested in Gaza after October 7, 2023. The exchange process remains, according to the agreement, linked to the degree of compliance by both parties with the clauses of the latter, notably the cessation of military operations on both sides, the withdrawal of Israeli forces, the return of displaced persons and the entry of humanitarian aid.

The agreement specifies that released Palestinian prisoners must not be re-arrested on the same charges that led to their initial incarceration. Israel is required not to arrest released prisoners to serve their sentences. Likewise, it is specified in the agreement that released Palestinian prisoners will not be required to sign any document as a condition of their release.

Furthermore, during the first stage, the exchange of hostages and prisoners will not be considered as a basis for the exchange criteria in the second phase and at the latest, on the sixteenth day, indirect negotiations will begin between the two parties with a view to reaching an agreement on the conditions for implementing the second stage of the agreement, including those related to the criteria for the exchange of prisoners for hostages (military and others) between the two parties.

Therefore, agreements must be found, underlines the agreement, before the end of the fifth week of this phase. It cites the United Nations, its agencies and other international organizations which must continue their work in providing humanitarian services to all areas of the enclave and will continue to do so throughout the stages of the agreement. It provides for the rehabilitation of infrastructure (electricity, water, sewers, communications and roads) in Gaza, through the introduction of the necessary civil protection equipment and the removal of rubble.

3rd stage, the reconstruction of Ghaza

Operations which will continue during all stages of the agreement. It also lists the supplies needed to create shelters for displaced people who lost their homes during the war (at least 60,000 temporary homes – caravans – and 200,000 tents).

Furthermore, all measures taken during this phase, including temporary cessation of military operations on both sides, relief and shelter efforts, troop withdrawal, etc., will continue during the second phase as negotiations on the terms of the second phase and their implementation continue. The second stage of the agreement also extends over 42 days and should be one of lasting calm.

It concerns a definitive cessation of military operations and all hostile activity, before the start of the exchange of hostages and Palestinian prisoners between the two parties. Hamas will have to release all living Israeli hostages (civilians and soldiers), in exchange for the release of an agreed number of Palestinian prisoners and the complete withdrawal of Israeli forces from the Gaza Strip.

Finally the third stage, also lasting 42 days, will see exchanges of bodies and remains of the dead between the two parties after having been found and identified, the implementation of the reconstruction plan of Ghaza over a period of 3 to 5 years , including housing, civil buildings and civil infrastructure, and compensation for all those affected, under the supervision of a number of countries and organizations, including Egypt, Qatar and the United Nations . Obviously each of the steps cannot be carried out, the terms of the agreement are not respected by one or the other party.
