The question of tobacco remains a major public health issue in Switzerland, where cantonal disparities have long delayed the development of a coherent national strategy. Valaisled by Mathias Reynard, cantonal health director, stands out by adopting strict measures to limit access to tobacco and raise public awareness of the associated risks.
These initiatives, already well established in this canton, take place in a political climate where the federal authorities are struggling to harmonize regulations. While the sale of cigarettes to minors was still authorized in certain cantons until recently, Valais shows that rigorous supervision is possible and beneficial.
Exemplary leadership at the cantonal level
Valais has established itself as a model in the fight against tobacco thanks to several significant measures. In 2021it was among the first cantons to strictly regulate the advertising of tobacco products. These restrictions relate to authorized places and media, considerably limiting their visibility, particularly among young people.
Recently, the canton took a new step in banning the sale of disposable electronic cigarettes. These devices, popular with young people because of their fruity tastes and their accessibility, represent an insidious gateway to nicotine addiction. At the same time, their environmental impact, due to the lack of recycling of batteries, fully justifies this ban.
According to Mathias Reynard, Valais’ efforts are based on an inclusive method involving all parties concerned, including thehotel industrythe restoration and the advertisementwhich made it possible to move the matter forward in a consensual manner. An approach which seems to be bearing fruit, with the canton displaying a strong popular support for these measures.
A Switzerland late but on the move
At the national level, initiatives are progressing, although more slowly. After the acceptance in 2022 of the popular initiative “ Yes to protecting children from tobacco advertising », Parliament is slow to implement concrete measures. On the other hand, progress should be noted, because since October 2024the Tobacco advertising is restricted on public transport and theban on sales to under 18s is now uniform.
However, Switzerland remains behind its European neighbors. The heterogeneity of cantonal rules, particularly concerning places where smoking is authorized, complicates the implementation of a unified strategy. For example, some cantons allow smoking areas in public establishments, while others prohibit them completely.
Intertwined environmental and social issues
Beyond health issues, Valais highlights the environmental impact of smoking, particularly targeting disposable electronic cigarettes. Christophe Clivaz, national advisor of the Greens, tabled a motion for extend this ban to all of Switzerland. These products, often not recycled and manufactured massively in China, pose serious ecological problems, with batteries ending up in nature.
By adopting measures combining public health and environmental preservation, Valais inspires more global thinking. If these initiatives are implemented nationally in 2025, they could mark a turning point for prevention and awareness in Switzerland.
