No more seeing drunk people on public roads in the city center of Basse-Terre! In order to stop incivility, the city issued an order requiring, in particular, drinking establishments to lower their curtains from 8:00 p.m. to 7:00 a.m.

The city of Basse-Terre is taking measures to put an end to reported incivility: the closing times of businesses, the sale of take-out alcoholic beverages and the consumption of alcohol are now regulated, by municipal decree, within a perimeter of the center -city.

This regulation is a response to several complaints received from residents about nighttime noise pollution, crowds obstructing traffic, dumping of waste on public roads and security problems. The mayor, André Atallah, wants to reconnect with the security, tranquility and cleanliness of the capital, he explains in a press release dated this Thursday, January 9, 2025.

From January 2, 2025 and until February 2, 2025, the takeaway sale of alcoholic beverages is prohibited from 8:00 p.m. to 7:00 a.m., the businesses concerned will also have to close their doors between 8:00 p.m. and 7:00 a.m., finally the consumption of alcohol on the road public is strictly prohibited.

The area concerned covers several arteries in the city center: rue “Maurice Marie-Claire“, rue “Peynier“, rue “Amédée Fengarol“, rue du “Father Labat“, rue “Delrieu“, rue des “Corsairs“, rue du “Nolivos course“, rue de la “Republic” (see illustration above).

Sanctions are already planned in the event of an infraction.

Any violation of this decree may give rise to administrative sanctions, in particular: a fine of up to €750 for violation of the regulations and fines in the event of obvious public drunkenness (…). Failure to comply with this order will result in more serious administrative decisions.
