Friday January 3, 2025the mayor of Montfort-sur-Risle (Your), Jean-Luc Barrepresented his wishes to its administrators in the Salle Gérard-Comellas. “I am delighted,” he said, “to be among you, among more friends than fellow citizens, because we have been alongside each other since 1982.”
The councilor considered it appropriate to take stock 15 months before the end of his mandate. “What if we spoke the truth? » he declared, emphasizing the restoration of the municipality’s finances. “In France it is a difficult and unpopular exercise” yet already noted according to him by “a Prime Minister of the same name, Raymond Barre ».
Jean-Luc Barre underlines this: “We must first learn to say NO to all the applicants who consider that the municipal budget is unlimited. » The former tax collector insists on the need to maintain a cash in equilibrium:
I spent sleepless nights calculating and recalculating in my bed the entries and exits. So I know the municipal budget by heart.

Another subject that is close to the city councilor’s heart is the safety of its residents. THE municipal council developed a Municipal backup plan and identified the major risks. The first concern is the flood risk linked to global warming. Jean-Luc Barre is alarmed by referring to the submersion that occurred in Valence (Spain) October 28 and 29, 2024:
-What happened in Valencia will happen here tomorrow, in five years, in ten years. This is why I wrote to the Prefect to ask him what measures he intended to take or have us take in order to avoid the Spanish catastrophe, because a number of homes were built in the valley in the primary bed of Risle.
On the other hand, the mayor warns of a series of burglaries and calls on his fellow citizens to be vigilant. Considering the loans that the municipality has used, Jean-Luc Barre specifies: “No, we are not more in debt than the others and we can easily cope with the repayment of interest and capital on the loans” adding, “these are investments essential for the repair of the Château La Motteflagship of the commune, provider of revenue, the removal of paving stones from the town center and the renovation and modernization of the Thomas-Pesquet school”. Regarding property taxes, they would not have increased more than in the surrounding municipalities.
Concerning the dispute over the football field which was the subject of an article in Awakeningit is considered that the municipality could not participate in its construction given that the Jean-Duquesne land was made available to the CCPAVR, prohibiting the municipality of Montfort from making the slightest accounting entry. However, a tax-free subsidy was paid by the municipal council to CCPAVR, taking into account the fact that this intercommunal investment benefits the students of the college and the Val de Risle football club.
2025 projects
The main projects in 2025 concern the renovation of Square Jean-Aublé, the housing development behind the school (a few plots of land are still for sale at prices of 30 to 40,000 euros), the repair of the RD130 subject to assistance from Department and the state. To these projects, it is planned to add the second section of the castle wall, the painting of the nave of the church, the rehabilitation of the thatched cottage and the construction of the communal workshops. In terms of celebrations, the town hall has planned to organize a communal picnic in June square Jean-Aublé.
Jean-Luc Barre would like to salute the work of Amesca (traders’ association) and its new president Anthony Goulet. “Anthony replaces Madame Claudine Hoarau who, despite a brief stint at the head of the association, was able to breathe new life into the actions of traders in the daily life of the town. » The mayor adds: “I have not forgotten the ten other associations whose head office is located in Montfort. A town of eight hundred inhabitants which has such an associative fabric is particularly remarkable. » Jean-Luc Barre also expressed his recognition for the work accomplished by his deputies, town hall secretaries and volunteers.
