The Moroccan Ministry of Energy Transition recently presented an ambitious bill to the General Secretariat of the Government, aiming to regulate the country’s entire gas chain. This text covers all aspects of the sector, from import to distribution, including storage and transport of natural gas.
The project notably includes the creation of a public transport network manager, responsible for developing a ten-year plan for the development of gas infrastructure. This planning must integrate consumption forecasts and national production in the medium and long term in order to better manage these resources essential to economic development, in particular.
Strengthened regulation for the gas market
A key element of the text concerns the determination of natural gas prices, encompassing transport, storage and distribution costs, as well as authorized margins. This pricing regulation is accompanied by measures aimed at protecting consumers and preventing abuse by suppliers and therefore protecting both commerce and citizens from abusive price increases.
Consumer rights are particularly highlighted, with the guarantee of free choice of operator and the assurance of increased transparency in commercial relations. The aggregator will be required in particular to respect fixed sales prices and to guarantee the quality of the gas delivered.
