It is a project that seems to have been relegated to second or even third place. Old sea serpent, thearrival of T11previously named Tangentielle Nord, has been awaited for decades in Sartrouville (Yvelines). However, the horizon does not seem to be brightening.
The first section was put into service in 2017 in Seine-Saint-Denis between Épinay-sur-Seine station and Le Bourget station. Ultimately, the project should in theory connect the Sartrouville station to that of Noisy-le-Sec (Seine-Saint-Denis) by serving fourteen stations over 28 km, and even give rise to a second station in Sartrouville, near the Plateau, which could help open up this district.
The municipal opposition regrets the inaction of communities
“We’ve been hearing about this project for years. It has been declared of public utility, with land acquisitions which have been made, but it is dragging on,” breathes Romain Chiaradia, opposition municipal councilor.
His group Sartrouville Citoyenne Ville ecological and united also wrote an article in the latest magazine of the City denouncing theinaction of the municipality. He emphasizes that during the regional council meeting of September 11, 2024, left-wing elected officials presented an amendment concerning the extensions of the T11.
“The right rejected this amendment which concerned Sartrouville, which has been waiting for this extension for a long time. We regret this as we regret the inaction of the municipality of Sartrouville on this issue. »
“An essential project”
Have the arrivals of Eole and line 19 of the Grand Paris Express put the T11 on the shelf? “This is an essential project to improve the travel suburb to suburband for our residents to work in the northern suburbs, who have to make detours through the inner suburbs even though they are neighboring territories, notes Romain Chiaradia. But the public authorities preferred to finance the RER E and other transport. »
In 2020, however, Valérie Pécresse came at the wishes of the mayor of Sartrouville, Pierre Fond, reaffirming his commitment to the T11 and the second station in Sartrouville. Since then, not much.
“Other priorities” for the Region
“That it is the left that says this when we have doubled investments in transport since we arrived at the head of the Region compared to when he managed it, it's a lot of coffee”, exclaims Alexandra Dublanche, vice-president of the Île-de-France Region, also deputy mayor in Sartrouville.
“On the other hand, there were indeed other priorities on transport projects which affected many more people in number of travelers. Eole, the T13, the extension of the T2 from Bezons on its own site concerns more people than the T11, which is a very expensive project. »
“That doesn't mean the project is abandoned. The Region continues to support the project. The extension of T11 is well included in the Sdrif-e 2024 and the continuation of its studies are financed in the State-Region Plan Contract 2023-2027. »
“Budgetary restrictions”
Alexandra Dublanche also appeals to the financial commitment of the departments of Yvelines and Val-d'Oise which, for the moment, is weak. The elected official from Sartrouville also moderates the role of the municipality. “We, Sartrouvillois, are obviously convinced of its usefulness, but the mayor also has a responsible vision. The Region has always supported the City of Sartrouville. There are also budget restrictions in all communities. We pays attention to public finances so as not to have repercussions on the residents. »
For the moment, this unfinished line only carries 25% of the passengers announced by Île-de-France Mobilités for the entire project, i.e. 50,000 to 60,000 out of the expected 250,000//day. “There is a huge hole without a railway line around the Plateau de Sartrouville. We only have one station at the end of the town even though we are the second largest commune in Yvelines,” Romain Chiaradia would like to point out.
The standby of the project is also causing concern in the Val-d'Oise department. The 1is October 2024, on Argenteuil municipal council voted for a motion of support for the western extension of T11.
