(Jerusalem) – Since October 2023, Israeli authorities have caused the mass and deliberate forced displacement of Palestinian civilians in Gaza, making them responsible for war crimes and crimes against humanity, Human Rights Watch said in a report made public today. This report comes at a time when an Israeli military campaign in northern Gaza has most likely created a new wave of forced displacement of hundreds of thousands of civilians.
The 154-page report, titled “‘Hopeless, Starving, and Besieged’: Israel’s Forced Displacement of Palestinians in Gaza,” examines the manner in which Israeli authorities displaced more than 90% of Gaza’s population – 1.9 million Palestinians – and caused widespread destruction of a large part of this territory during the last 13 months. Israel should respect the right of Palestinian civilians to return to the areas of Gaza from which they were displaced. Foreign governments should publicly condemn Israel’s forced displacement of Gaza’s civilian population as a war crime and a crime against humanity. They were to put pressure on Israel to immediately put an end to these crimes and comply with the numerous binding orders of the International Court of Justice (ICJ), and the obligations set out in its July advisory opinion.
The Prosecutor of the International Criminal Court (ICC) should investigate Israel’s forced displacement and obstruction of the right of return as a crime against humanity. Foreign governments should also publicly condemn efforts to intimidate or obstruct the work of the Court, its officials and those who cooperate with it.
Foreign governments should impose targeted sanctions and take other measures, including revising bilateral agreements with Israel, to push that country to respect its international obligations to protect civilians.
The United States, Germany and other countries should immediately suspend arms transfers and military aid to Israel. By continuing to supply weapons to Israel, they risk being complicit in war crimes, crimes against humanity and other serious human rights violations.
