Referring to the presidential majority’s program for the legislative elections, Gabriel Attal proposed increasing the ceiling of the “Macron bonus” to 10,000 euros, and “without charge or tax”.

The presidential majority is putting forward the first measures of its program for the legislative elections. Among them, the expansion of the value sharing bonus (PPV). Since the summer of 2022, the latter has replaced the exceptional purchasing power bonus, commonly known as the “Macron bonus”. The PPV, paid to employees by companies that wish it, currently amounts to up to 3,000 euros per employee and up to 6,000 euros in certain cases.

If it wins the next legislative elections, the presidential majority intends to “increase the amount of the bonus up to 10,000 euros” and “without charge or tax”, declared this Saturday, June 15, the Prime Minister, Gabriel Attal, in an interview with of the regional press.

Until now tax-exempt, the value sharing premium is no longer tax-exempt today. In 2022 and 2023, it was exempt from income tax for employees earning up to three times the minimum wage. Since the start of 2024, this advantage has only been maintained for employees who are part of a company with fewer than 50 employees (and still earning less than three times the minimum wage) or if it is assigned to a savings plan. (for all other employees).

Return of tax exemption

The presidential majority is today putting tax exemption back on the table, because the amounts paid by companies have fallen significantly since its abolition at the start of the year, the PPV having lost its attractiveness for both parties, employers and employees. According to INSEE, payments to employees fell by more than half in the first quarter of 2024 compared to last year, falling to 490 million euros compared to 1.2 billion euros previously.

Raising the ceiling to 10,000 euros would only concern a small portion of employees. If we look at the Urssaf figures, the average amount of the premium only amounts to 885 euros in 2023, far from the maximum amount. Furthermore, only 5.5% of employees received a bonus greater than or equal to 3,000 euros, or 324,000 people. If we add those who received a bonus between 2,000 and 2,999 euros, we only climb to 11.5%, or less than 700,000 employees.

Another change: Gabriel Attal also mentioned the possibility of paying the value sharing bonus monthly. Currently, it can be paid in four installments.
