The Competition Council indicates that pump prices for diesel and gasoline are not directly influenced by the price of crude oil, but by international indices for refined products, called “Platts”. In its report for the second quarter of 2024, the Council explains that purchase costs and transfer prices have followed a downward trend, although the reductions in purchase costs are sometimes greater than those passed on at the pump.

The nine distribution companies covered by the report almost completely passed on the reductions in purchasing costs in selling prices, with reductions of 0.66 DH/L for diesel and 0.33 DH/L for diesel. essence. However, CIF quotes – cost, insurance and freight – showed slightly greater declines for these two products.

The report also highlights that the cost of purchasing fuel includes transportation costs, currency fluctuations, as well as various taxes and fees applied during importation. These costs are weighted to assess the national average transfer price, allowing precise monitoring of price developments.

No new operator entered the market in the second quarter of 2024, and the number of players with distribution authorization remains at 35 since October 2023. The nine companies concerned by the agreement with the Council undertake to quarterly monitoring to ensure increased transparency.

The Council recalls that these commitments are part of a series of seven commitments aimed at improving the transparency and regulation of the fuel market in Morocco, in accordance with the transactional agreements signed with the distribution companies in the sector.
