The Minister of Housing, Urban Planning and the City, Mohamed Tarek Belaribi, announced, Sunday in Algiers, that housing prices under the new rental-purchase program “AADL-3” would be reviewed at the increase in a studied and rational manner.

“This matter is currently being examined in a rational manner. There will be an increase due to the increase in construction materials, but in a studied and practical manner,” said Mr. Belaribi during a press conference on the sidelines of the opening of the 26th edition of the International Building Exhibition. , construction materials and public works (Batimatec 2024), which is held at the Palais des Expositions in Algiers.

Concerning the preparations for the launch of the subscription to this program, the minister affirmed, according to the APS agency, that the work began in an “anticipated” manner to ensure the land bases, because soil studies are being carried out. in certain sites which will house this housing program in its first phase, indicating that “land is no longer an obstacle, unlike the previous program”.

He added that “preparations for this new program have reached a very advanced stage and are in their final phase and the legislative framework governing this formula is being revised alongside technical trials on the subscription platform.”

Furthermore, the minister assured that the “final allocation decisions for the benefit of AADL-2 subscribers will be delivered before July 5”.

Construction of 460,000 housing units

In addition to the AADL 3 program, the 2024 finance law allocated 313 billion DA for the construction of 460,000 housing units of different formulas, which demonstrates the priority given to housing in the general policy of the State which “always ensures consecrate the social character of this issue.”

In this context, he recalled the construction of 1,250,000 housing units between 2020 and 2023, announcing the ongoing construction of 350,000 other housing units, all options combined.

The minister listed the capacities that Algeria has in the field of construction, with a national network comprising 19,000 project managers across the country, from category 1 to category 9, and nearly 975 construction offices. studies and 5,500 approved civil engineering offices, which “allows us to launch the mega-housing program in the right conditions”.

National Housing Bank

The minister had visited, before the press conference, the different pavilions of the “Batimatec” exhibition, in the company of the Minister of Public Works and Basic Infrastructures, Lakhdar Rekhroukh, the Minister of Hydraulics, Taha Derbal, the Minister of Commerce and Export Promotion, Tayeb Zitouni, and the wali of the wilaya of Algiers, Abdenour Rabehi.

Aiming at the stand of the National Housing Bank (BNH), Mr. Belaribi underlined the imperative to activate the work of this new public bank more quickly, to enable it to contribute to the financing of housing and real estate developers, highlighting the need to launch the “regulated savings” service as a tool for financing the implementation of projects.

According to the explanations of the Director General of the BNH, Belayat Ahmed, this banking establishment is preparing to obtain approval from the Bank of Algeria for the activity of its 4th branch, located in Biskra, in addition, the completion of the works of creation of another agency in Béchar.

At the end of the current year, the bank, which obtained its approval in 2022, will have around ten approved agencies, according to Mr. Belayat. The bank currently has 3 agencies approved by the Central Bank, in Algiers, Constantine and Oran.
