War in Ukraine: what does this document contain that could have led to a peace agreement between the two countries?

The war between Ukraine and Russia began a little over two years ago, but a peace agreement could have been reached between kyiv and Moscow.

On February 24, 2022, Vladimir Putin sends troops to Ukraine and begins what he calls his “special military operation”. If since then the blood has not stopped flowing and the fighting has not weakened, negotiations which were to lead to a peace agreement between the two countries had begun just a few weeks after the start of the conflict, reports the media Die Welt.

What were the conditions?

More than in after the start of the war, this agreement has still not been accepted. The reason ? The validation of the two heads of state concerned, namely Volodymyr Zelensky and Vladimir Putin, who disagreed on the last points. Note that the two men have still not met.

The content of this document therefore raises questions. Our colleagues, relayed by the Belgian media Net DHwere able to consult this document and make broad outlines.

kyiv had to hold a “permanent neutrality”, which prevented it from joining NATO (North Atlantic Treaty Organization). Ukraine also had to commit not to “‘receive, produce or acquire’ nuclear weapons, nor to have the presence of foreign weapons and troops on its territory. However, Ukraine could apply for membership in the European Union”relates Die Welt.

Russia should not attack Ukraine but also authorize the 5 permanent members of the UN Security Council (United States, France, Great Britain, China and Russia) – of which it is itself a member – to give security guarantees to Ukraine.

“It was the best deal we could have had”

But differences between the two countries put an end to the negotiations. The redrawn borders, which include the annexation of Crimea and Donbass by Moscow, made the validation of this peace agreement impossible, since Russia had, and still has no intention of withdrawing its army from these areas .

A member of the Ukrainian negotiating delegation said he was satisfied with the conditions noted on the document. “VS’was the best deal we could have had”he declared.
