The crisis is real within Epcapa (municipal public establishment for the care of elderly people) which manages the Les Jardins Voltaire-Paulette-Guinchard and Les Bégonias nursing homes in Dijon. A final report from the Regional Health Agency (ARS) and the Côte-d'Or departmental council, submitted to management on December 6, revealed several dysfunctions within the structure.
“Managerial inadequacies”
