Away from the political game in recent months, Emmanuel Macron made a marked return in a televised speech this Thursday, December 5, 2024. Voluntarily cash, he castigated “an anti-republican front”, La insoumise and the National Rally, but also the remains of the New Popular Front, which, “just yesterday, governed France”.

Emmanuel Macron then promised a Prime Minister in “the coming days”.

I will charge him with forming a government of general interest representing all the political forces in an arc of government, who can participate in it or at the very least who undertake not to censor it.

However, if he castigated the Socialist Party in his speech, without ever saying it, “a government of general interest” would in fact include the socialists without whom an executive could not hold.

Under what conditions would a government hold?

Concretely, it is more of a non-censorship pact than a government with a defined program.

There will still have to be “reciprocal concessions” assured the national secretary of the Socialist Party, in a gesture of openness to the “common base”, that is to say the support of Emmanuel Macron and The Republicans.

This government of general interest would bring together forces ranging from PS to LRtherefore going through MoDem, Horizons and Ensemble pour la République. Not an easy task when we know the divergent points of view of all these sensitivities.

Environmentalists and communists have, for the moment, not been invited to the Élysée, which suggests that they are not included in the scenarios imagined by Emmanuel Macron.

What would it be used for?

If Emmanuel Macron believes that we will need to have “a clear course” for the thirty months he has left at the Élysée on school, health, safety, work, progress, climate, Europe , its priority remains the budget.

We will have to move quickly, find compromises so as not to offend any of these camps and avoid censorship which would lengthen the deadlines for adopting a necessary Finance and Social Security Financing bill.

If we take out the calculator, such a coalition should count around 300 deputies, probably a little less. An absolute majority, but not very large either, which does not exclude such a government from being overthrown.

In the meantime, we have taken a leap into the past. France has no government, no budget. Except this time, it's not July, but December. It is not the Olympics that France is hosting, but the reopening of Notre-Dame.

Behind the scenes, negotiations are already tough. Olivier Faure wishes to be able to return to retirement at 64… put in place by the Macronists. The boss of the socialists also calls for “a left-wing Prime Minister”.

Environmentalists and communists were not invited to the Élysée. La France insoumise, clearly, the National Rally, a little less, are both calling for a resignation from Emmanuel Macron who castigated in his speech their obsession with the presidential election.

And the Republicans are far from 100% approving. In a tweet, the resigning Minister of the Interior, Bruno Retailleau, indicated that “the right will not be able to make any compromise with the left which betrayed Blum and Clemenceau”. A posture “meeting the moment”?
