After the railway workers and farmers, the executive is preparing for a new social storm warning at the heart of a high-risk week given political uncertainty.

This Thursday, December 5, 2024, many civil service agents, but also energy workers, are going on strike. From there to block the country? We take stock, sector by sector.

Why is the civil service on strike?

At the end of October, the government announced a plan to combat “absenteeism” among civil servants, which should make it possible to generate 1.2 billion euros in savings. The latter gradually strained relations between the agent unions and the Minister of Civil Service, Guillaume Kasbarian, before leading to a breakdown in social dialogue.

The unions demand that the minister renounce three measures which crystallize the anger: the passage of one to three days of waiting for sick civil servants, the reduction from 100% to 90% of remuneration in the event of sick leave, and the non-renewal of payment of a bonus to support purchasing power.

If Guillaume Kasbarian had noted the abandonment of a contested proposal to merge the categories of civil servants envisaged by his predecessor, he remained inflexible on the other measures.

Something “big”?

More than seven months after the last (little followed) social movement by civil servants, “we started on something much bigger on Thursday”, assures Luc Farré, secretary general of the Unsa civil service.

The inter-union membership is broad, which allows us to hope for something “big”. CGT, CFDT, UNSA, FSU, CFE-CGC, Solidaires and FA-FP responded to the call, but we nevertheless count a major absenteeForce Ouvrière, the first representative union in the entire public service.

While supporting the demands, FO did not join the national mobilization of December 5, saying they favor a three-day renewable strike on December 10, 11 and 12, in “convergence” with other sectors.

Town hall, hospitals, public services… What service?

Hospitals, town halls and public services could be impacted. The municipal police will also be mobilized.

65% of strikers in primary schools

Concretely, the movement should have consequences in National Education, where the unions have called to follow the inter-union call for a strike.

The SNUipp-FSU, the majority union in elementary schools, puts forward an important figure: 65% of strikers are expected in primary schools. “ Nearly half of schools will be closed this Thursday,” assures Guislaine David, spokesperson for the union, actu.fr.

The energy sector on strike

Civil servants will not be the only ones to strike this Thursday. Companies in the electricity and gas sector are called upon to make their voices heard. They are protesting against the salary negotiations which are “not at the level” of the demands, indicates a union source atAFP.

The inter-union calls for strike at EDF, at Enedisand on all companies in the electricity and gas sector. So “there is not a single company that escapes the strike notice,” added Laurent Koessler, responsible for social dialogue at CFE-Energies, information confirmed by the CGT of EDF and the CGT of GRDF.

The strike call officially begins the day before at 9 p.m.for night shifts, as traditionally in the energy sector.

This day of strike should not have too visible consequences for the public, however predicted Laurent Koessler, and should above all result in a loss of earnings for businesses.

Around fifty events planned

According to the website of Unsa, one of the inter-union unions, around fifty gatherings have been recorded in . No region is spared .

In the capital, the meeting is given near the Ministry of the Economy and Finance at the beginning of the afternoon, from where a procession must reach Place d'Italie.

Other strikes will follow

After this strike, others should follow. The SNCF inter-union association, which is calling for an end to the process of dismantling Fret SNCF, plans to mobilize on Wednesday December 11next.

For its part, the National Federation of Ports and Docks CGT announces two days of strike in the ports December 9 and 10.
