It was through a message from occupational medicine left on her answering machine that Nordine Khelif claimed to have learned of her ouster from ADSEA80, the Association for the Protection of Children and Adolescence in the Somme, on November 14. The specialized educator, working at the Les Chaumières d'Amiens home since the beginning of 2023, was to have an appointment there, but the latter is canceled because “your employer has informed us that you are no longer part of the association's workforce”indicates the voice on the other end of the line. He only received the letter notifying his dismissal the next day in his mailbox.
“I was very bad at that moment, I felt humiliated”he describes. “I would have preferred to be informed first by my employer, via registered mail, the dismissal letter. Understand what I am being accused of.” THE reasons for his dismissal were presented to him during his preliminary interview with the association's HR department at the beginning of November. Aggressive behavior is invoked towards his colleagues. A argument at the beginning of October with a colleagueduring which Nordine Khelif allegedly grabbed him by the collar, and misogynistic insults towards other colleagues during this same argument. They were absent at the time of this.
He denies allegations of physical and verbal abuse
The specialized educator assures that he never uttered these words, nor grabbed his colleague by the collar, and always had good relations with his colleagues. A few days after having testified against him to the management of the association, the alleged victim finally walked back his remarks. He did not respond to requests from France Bleu Picardie. When questioned, employees of the association assured that Nordine Khelif had never behaved violently or aggressively in front of them.
But a member of the CSE, harassment referent for ADSEA80, claims to have been warned by employees of the association of this dispute, and launched an internal alert on October 21. The same day, Nordine Khelif is laid off. He can no longer come to work at the Chaumières home and meet his colleagues. The CSE member questions Nordine Khelif’s colleagues. At the end of this investigation, the management of the association attests to having several testimonies against the educator. One of the employees told France Bleu Picardie that Nordine Khelif threatened his colleague who had testified against him. Nordine denies it. And in his mail recommended informing him of his dismissal, only the violent altercation with his colleague and the insults supposedly pronounced during this are blamed on him.
“There was a climate of fear, employees came to work with a lump in their stomach, because of some of his behavior”assures the coordinator of the group of specialized educators, Jamila Seddik. One of the association's employees contacted by France Bleu Picardie confirmed this anxiety-provoking climate. The others, on the contrary, describe a colleague with whom they had no difficulty working.
One of its employees, who prefers to remain anonymous, believes that it is “because he talked about how they first laid him off and then fired him.” Speaking means having reported the state of the premises of the Les Chaumières home in Amiens, in which 13 adolescents live.
“Lamentable working conditions”
Before his dismissal, which occurred on October 21, he sent a first email to a manager of ADSEA80, and to the labor inspectorate, where he denounced at length the management of a health problem, a sick leave following an injury, and invoke “lamentable working conditionswhich endanger our support for young people”. He invites the director of the home “and labor inspection” to contact him in order to transmit elements he says he has.
He transmitted these elements on October 28 to the labor inspectorate, and to the Somme department, in charge of social assistance for children. In photos taken in the Chaumières foyer, which France Bleu obtained, we see furniture in poor condition, an “open air” shower room, without glass in the window, mold in a laundromat in the basement. The departmental manager of the division child protection and a labor inspector visited the home three days later, on October 31.
According to their report that France Bleu Picardie was able to consult, they noted numerous dysfunctions: all toilets and bathrooms are dirtysmelly and degraded, the sofas in the activity and relaxation rooms out of use. In the basement, where 4 of the 13 young people are housed, “the reception conditions are unsuitable: hygiene and maintenance of common rooms very insufficient, dilapidation of installations, humidity of walls, floors and ceilings. Bathroom furniture is broken, the toilets are unsanitary.” Also, in a bathroom “Without windows, the floor is damaged and encrusted with dirt and mold.” In another bathroom, there is no glass in the window, “the sink is threatening to fall.”
Repairs to the premises since its report
Following these observations defined as “alarming” by the department, it asks management to correct the situation, within 8 days. Injunctions to rehabilitate the premisesto replace broken or missing windows, to seal off the toilets in the basement. “We take care of teenagers in distress, who sometimes break equipment, break windows”explains educator coordinator Jamila Seddik. These children have a painful past, damage can happen, adds the management.
Several employees contacted by France Bleu Picardie and management assert that work has been carried out sinceand that the material situation improves for the adolescents placed in this home. Nordine Khelif has been dismissed since November 14. “On the one hand, I am very disappointed that my image is being tarnished”insists the one who claims to have all the elements which exonerate him, “and at the same time I am sincerely happy that my report has improved the living conditions of the adolescents in this home. If that helps.” He plans to take his former employer to the industrial tribunal for unfair dismissal.
