The same source indicated that this decision shows confusion in the management of the ministry’s human resources, as the former minister was firm on the matter and instructed the regional directorate to prevent this activity, which it described in its correspondence with the professors as a breach of their professional duty before it turned overnight into a legal gain. .
Despite licensing teachers, the newspaper says, the minister did not leave the matter unturned, as he tried to legalize this activity by placing it in the hands of directors of institutions and regional directorates, in addition to obliging private schools to engage in their role in the matter.
The same memorandum, according to the source, requires that the professor submit an application for a license that is approved by the private institution and includes information about its name, the date of its license, and its address, in addition to the educational material that he will teach and the number of hours that he wishes to complete.
The director of the institution collects the licensing applications and sends them to the regional directorate, which studies the application based on the opinion of the school director and the accuracy of the information contained in the application, and that working hours do not exceed 8 hours per week for each teacher.
The same memorandum stated a set of controls framing this process, including not practicing this activity without a license or in an unlicensed private institution, and limiting the license to one institution only, in addition to the necessity of matching the educational corps concerned with the additional hours to the educational corps in which the professor works in public education, as well as an article Specialization.
The professor is prohibited from practicing overtime hours at times when he is a beneficiary of an administrative, sickness, paternity license, or maternity license, and the period separating the public and private institution must not exceed one hour, and the number of working hours in the two institutions together must not exceed six hours per day in order to avoid fatigue and ensure productivity.
