But who is Mohamed Dkhissi?

A childhood in Oujda

Mohamed Dkhissi was born in the capital of the Oriental in 1967 where he continued his studies up to the baccalaureate, a diploma he obtained at the Omar Ibn Abdelaziz High Schoolone of the city’s prestigious public establishments. Immediately afterwards, he joined the ranks of the DGSN as an officer, and was assigned to Fez at the end of his training. It was 1990, a year marked by serious events (December 14, 1990). In the service of the judicial police, he is mainly interested in economic and financial crimes.

Since then, he has worked his way through various services and various positions of responsibility and always in “hot spots”: Oujda, Salé, Fez (again), Nador, Laâyoune and Marrakech (as prefect in these last two cities).

During his wanderings through the cities of the Kingdom, Mohamed Dkhissi continued to study. Today he is one of the gray eminences in matters of legal science within the DGSN.

But that’s not all: he can cite great French writers, authoritative international jurists, as well as theorists of Salafism or violent extremism. All interspersed with verses of classical Arabic poetry or Koranic verses.

The enemy of blackheads

In view of these qualities, we find a lot of resemblance to him, in the ranks of the DGSN, with Abdellatif Hammouchi, his boss, who entrusted him with the Central Directorate of the Judicial Police in June 2016.

Because, like the boss of the DGSN-DGST pole, Mohamed Dkhissi can talk for long hours on the ramifications of terrorist networks in the region, on the black spots of insecurity in Morocco and cite, from memory, the figures for drug seizures , to the nearest gram, in 2017 or 2020.

Speaking of black spots, and since his arrival at the head of the Judicial Police Directorate, he does not hesitate to organize commando operations in different cities, and spending entire weeks chasing highwaymen, blackmailers or drug lords.

Alongside his missions as national head of the judicial police, he is also head of the National Bureau of Interpol and head of the Arab Liaison Office, an Arab body for coordination with international organizations.

This means that he knows the mysteries of Interpol as well as those of the DGSN. The first organization pays it forward, as well as its Moroccan branch which is among the most active in the world. In recent years, we have lost count of the number of serious criminals, including several number 1 enemies of various international police forces, who have been picked up by Dkhissi’s men upon their arrival at the airports of Casablanca, Rabat or Marrakech.

The secret? He himself does not hide it when we ask him the question: better coordination between all security and intelligence services. As for him, he masters both security issues and intelligence and investigation work.

Dignity first

A patriot through and through, Mohamed Dkhissi swears by dignity in the exercise of his duties. He is jealous of the dignity of his men and of the elements of the DGSN in general. And that of citizens in their relations with the police.

For several years now, he has been coordinating several training programs for elements of the DGSN in international human rights standards, in the exercise of his police function. In this capacity, it coordinates with national institutions such as the National Human Rights Council (CNDH).

Today, Mohamed Dkhissi has more than three decades of career in the national police and almost a decade of close collaboration with Interpol, of which he has become one of the heavyweights. In this capacity, he will be one of the masters of ceremonies of the major conclave of the international police organization in Marrakech. But that doesn’t mean he’s getting a big head. Always smiling and caring, he takes the time to listen, explain and convince. When he has a free moment, he devotes it to a trip to Oujda, his other love. As with all Dkhissi.
