By 2025-2026, the right to build and develop in the community territory of Terroir-de-Caux, near Dieppe (Seine-Maritime) will be under the regulation of a PLUi, a local intercommunal town planning plan. The last phase of the project is underway with the development of the main urban planning lines and zoning projects.
Two public meetings were organized by Terroir-de-Caux, in the presence of a representative of the Géostudio design firm, in order to present the broad outlines of the PLUi and the development guidelines. The first took place on October 15, 2024 in the town hall of Bacqueville-en-Caux in the presence of a full room.
Land that will no longer be buildable
The PLUi has been in the development phase since 2020. The final document will be presented to the community council by the end of the year or early 2025. It must then be submitted to administrative validation and definitively adopted after holding a public inquiry.
This new urban planning regulation does not only make people happy and the people present, individuals and elected officials, spoke on the subject.
It is difficult to admit that land that was previously buildable will no longer be buildable in the future. The PLUi will be subject to stricter rules in this matter, particularly in the consumption of agricultural land. The objective is to halve land consumption to reach zero rate.
The right to build will therefore focus on seven centers of balance: Luneray and Bacqueville-en-Caux, Val-de-Scie, Val-de-Saâne, Tôtes, Longueville-sur-Scie and the two Torcy, and five centers support, Longueil, Ouville-la-Rivière, Brachy, Saint-Victor-l'Abbaye and Avremesnil.
Too many individual houses
“Small towns are going to get crumbs! » declare several speakers. “We must reduce our land consumption, we are not given the choice. We will have to learn to live together and mix development projects,” replies Olivier Bureaux, president of Terroir-de-Caux.
The diagnosis established by Géostudio shows that currently, there are too many individual houses and not enough adapted housing, particularly for seniors. As the population is constantly increasing in Terroir-de-Caux, the problem of a lack of housing will inevitably arise.
