“This new resolution meets the expectations of the Kingdom and promotes the Moroccan autonomy initiative, calls for the resumption of the political process, calls for human rights violations and the registration of populations sequestered in the camps. Tindouf and satisfied Moroccan requests”, underlines the ambassador-permanent representative of the Kingdom to the UN.

For the Moroccan diplomat, this resolution consecrates, for the 17th consecutive year, “the preeminence of the Moroccan autonomy initiativequalifying it as a serious and credible effort and positioning it as the one and only basis for the negotiation of a political solution to the regional dispute within the framework of the sovereignty and territorial integrity of the Kingdom.”

“This resolution calls on the Security Council to take into consideration international dynamics and the momentum for the benefit of the Moroccan autonomy initiative which enjoys the support of 20 members of the European Union, two permanent members of the Security Council (…) and more than a hundred countries, international and regional organizations through the world”, welcomes Omar Hilale.

Algeria’s responsibility

“The Security Council calls for the resumption of the political process, urging all parties to engage constructively.” For Omar Hilale, “this appeal is aimed more particularly at Algeriawho is cited five times as a stakeholder, because she opposes the political process and above all she has opposed the holding of round tables for three years.

“We hope so. Although we are not certain. Quite simply because Algeria is sticking to its position of rejecting the round tables even though it had participated in these round tables“, answers Omar Hilale to a question concerning the resumption of negotiations in the presence of the eastern neighbor.

“Algeria, practically since the departure of the former personal envoy, Mr. Kohler, has refused to take its place back around these tables. We bitterly regret this, but this does not absolve Algeria of its responsibility. She is responsible for the blockageshe is responsible for this situation where the Personal Envoy cannot do anything, she is responsible for what is happening in the camps, she is also responsible for arming the Polisario, for its financing, she is responsible practically for all this tragedy of the Algerian people who are becoming poorer while we are financing with open arms a separatist group, we are also financing media campaigns, diplomatic campaigns. or would have hoped that Algeria would take its place again and that what it has to say here in the Council, what it has to say in the General Assembly or in the Fourth Committee, that it would come, that it would say,” explains the Moroccan diplomat.

Mixture: “S‘he has to leave, we’re not going to hold him back’

“We were very surprised by this comment and this assertion. For us, it is very clear. The general ambassador has a very clear mandate,” replied the Moroccan diplomat to a question on Mixing who had declared that he would give up in six months, due to lack of progress.

Omar Hilale accuses the Personal Envoy of the UN SG of complacency with Algeria and calls on him to “act with authority”. This authority conferred on him by the contours of his mandate. This authority which had been used Christopher RossFor example.

“I would like to remind here that for the discussions of Manhassetthe former Special Envoy, Christopher Ross, did not seek the opinion of Morocco, Algeria or Mauritania. “Could you come to Manhasset?“. He just decided on the date and the place and sent the invitation,” argues the Moroccan ambassador. Horst Köhleranother former Special Envoy, did the same when he convened the Geneva round tables.

“We trust him, but if he has to leave, we’re not going to keep himbecause we must respect his will. But I insist, ask him the question again. If he tells you anything, please keep me informed,” adds Omar Hilale about De Mistura.

A menu? But where are the guests?!

As for De Mistura’s call to Morocco to detail his Autonomy Plan, the Moroccan ambassador could not be clearer. He replied that the text of this plan was public for anyone who wanted to read it. For more details, this would not be feasible due to the lack of round tables.

“I invite the secretariat which follows the Moroccan Sahara file, in the political department here, to give the report to Mr. de Mistura so that he knows that it has already been discussed, we have detailed it. But to detail it further, we need a partner Morocco has been very clear As soon as they accept autonomy as a definitive solution within the framework of the sovereignty and territorial integrity of Morocco, everything becomes possible and we will detail as much. that they want it and we will be open to discussion,” specifies the Moroccan diplomat who reaffirms that the Kingdom has presented a negotiable offer.

“We never said that it’s a take-it-or-leave-it text. We said that it’s a negotiable text. And we said that we are ready to make these five pages into a hundred, five hundred pages details”, concludes Mr. Hilale on this aspect.
