During this session held under the chairmanship of the president of the council of the Casablanca-Settat region, Abdellatif Maâzouz, in the presence of the Wali of the Casablanca-Settat region, Mohamed Mhidia, the council approved 50 points out of a total of 51 registered on the agenda. The examination of the only remaining point having been postponed.

In the sporting field, the Council approved numerous agreements including that relating to a partnership with the Ministry of National Education, Preschool and Sports, the Ministry of Youth, Culture and Communication, the Royal Federation Moroccan football association (FRMF) and the municipal council of Bouskoura, as well as the amendment of a partnership agreement with the Ministry of National Education, Preschool and Sports, the Wilaya of the region, the council of city ​​of Casablanca, the FRMF as well as the National Agency for Public Facilities (ANEP), relating to the rehabilitation of the stadiums which will host the activities programmed in parallel with CAN 2025.

Concerning the projects to connect the roads to the stadiums in the region, the Council approved amendment no. 1 to the partnership agreement which binds it to the Ministry of the Economy and Finance, the Ministry of Equipment and Water, the Wilaya of the region, the province of Benslimane, the prefecture of Mohammedia, the Road Financing Fund, the National Highway Company of Morocco (ADM) and the National Railway Office (ONCF).

This agreement aims to rehabilitate the road links of the Grand Stade de Casablanca in the province of Benslimane and the prefecture of Mohammedia. The amendment provides for allocating part of the contribution of the Regional Council, provided for in the said agreement, to the financing of expropriation operations in the urban areas of the communes of Bouznika and Mansouria (province of Benslimane), as well as to the relocation of networks linked to the roads covered by the agreement. The regional multi-services company and the Redal company, which distributes water, electricity and liquid sanitation, were mandated to carry out the network relocation project, each within the framework of their skills.

Still in this register, the Council approved a partnership agreement linking it to the Wilaya of the region, to the National Highway Company of Morocco and to the Multi-Service Regional Company, with a view to moving the networks linked to the roads concerned by the agreement relating to the road links from the Grand Stade de Casablanca to the province of Benslimane and the prefecture of Mohammedia.

On another note, the council approved a draft framework partnership agreement between the ministerial departments concerned and all the regional councils of the Kingdom relating to the acceleration of the implementation of the advanced regionalization project.

It also approved a draft framework agreement between the Ministry of the Interior, the Ministry of Economy and Finance as well as the regional councils of the Kingdom, relating to the financing of the investment program concerning the new model of contract contracts. delegated management of urban and intercommunal transport via buses.

Another approved framework agreement, that relating to the management of household waste signed between the Ministry of the Interior, the Ministry delegated to the Ministry of the Economy and Finance in charge of the Budget and the Ministry of Energy Transition and Development sustainable development as well as the regional councils of the Kingdom, in addition to another framework agreement in the field of water between the Ministry of the Interior, the Ministry delegated to the Ministry of Economy and Finance in charge of the Budget, the Ministry of Equipment and Water as well as all regions of Morocco.

Added to this is the approval of the agreement in principle regarding the creation of a limited company responsible for the development, management and marketing of the integrated logistics and industrial zone of Zenata.

And to create the Leghdira industrial zone, the council adopted the amendment to the agreement signed with the Ministry of the Interior, the Ministry of Economy and Finance, the Ministry of Commerce and Industry, the Wilaya of the region, the prefecture of the province of El Jadida as well as the Regional Investment Center (CRI).

Concerning the development, promotion and management of local economic activities “Errachad” in the commune of El Mejattia Ouled Taleb (Province of Médiouna), the council approved the amendment of a partnership agreement with the Ministry of Interior, the Ministry of Economy and Finance, the Ministry of Commerce and Industry, the Wilaya of the region, the prefecture of the province of Médiouna, the CRI as well as the Casablanca company Iskane and Equipment.

The council also approved the amendment of a partnership agreement with the Ministry of Transport and Logistics, the Wilaya of the region, the Urban Agency of Casablanca, the province of Nouaceur, the Ouled Saleh municipal council (Province of Nouaceur) and the Moroccan Logistics Development Agency (AMDL), relating to the development of a logistics zone in the commune of Ouled Saleh, as part of the regional development plan 2022-2027.

The council also approved a draft agreement with the Wilaya of the region and the Association of Women Business Leaders of Morocco (AFEM) for the financing of the “She Start” project in favor of women’s businesses in the region.

Furthermore, the council postponed the discussion and approval of the point relating to the annex of an agreement with the Wilaya of the region, the Ministry of Culture, Youth and Communication, for the promotion and the diversification of cultural activity in the region as part of the 2022-2027 regional development plan.

In a speech, the President of the Council of the Casablanca-Settat region indicated that this session comes a few days after the holding of the second National Conference on Advanced Regionalization in Tangier, highlighting the contribution and scope of the Royal Message sent by the Sovereign to the participants in this edition, which has drawn up a clear road map to succeed in this major strategic project, with the perspective of consolidating the concepts of decentralization and administrative deconcentration.

Mr. Maâzouz recalled, in this sense, the main directives contained in the Royal Message addressed to the participants in the 2nd National Conference on Advanced Regionalization, which notably insisted on the need for the effective application of the National Charter of Administrative Deconcentration, the audit and operationalization of the attributions of local authorities, and the strengthening of participatory democracy at the regional and local levels, given that the region constitutes the most appropriate territorial framework for coordinating and ensuring convergence public policies.

The President of the Council of the Casablanca-Settat region also noted that this session was marked by the adoption of numerous structuring projects aimed at reducing territorial disparities as well as facilitating the population’s access to services. essential, as part of the implementation of the 2022-2027 regional development plan.
