“The three candidate countries can each rely on a proven and solid legislative and organizational framework to ensure security during national and international sporting events,” we read in the FIFA reportunveiled in the early hours of this Saturday, November 30.
FIFA seems particularly concerned about the risk ofterrorist attacksbut its conclusions are reassuring on this point. “The three host countries have put in place structures domestically and at their borders to mitigate the viable threat of terrorism. Existing mechanisms for cross-border information exchange between police authorities to counter the risk of terrorism would be expanded to increase the level of international cooperation, cross-border integration and coherence required for a World Cup of FIFA,” explains the body led by Gianni Infantino.
Morocco, Spain and Portugal have promised, according to FIFA, sufficient infrastructure and resources to ensure the security of the tournament.
“The bid addresses most of the high-level strategic and largely security-related structures needed to host an event of the magnitude of the 2030 FIFA World Cup in each of the three countries, with a focus on activities in stadiums,” notes FIFA.
However, this body notes that “safety and security arrangements relating to the entire tournament territory, including host cities, other official venues and supporting events, have not been addressed in such detail and further clarification would therefore be necessary.
“If the application is successful, additional details will be requested on the framework defined by the applicant for ‘unified security governance’ as well as the intention of the three countries to build on existing cooperation structures and their approach to ensure integration, cooperation and consistency with regard to their safety and security measures across the entire tournament territory,” reads the FIFA report.
But with this reminder which says a lot about what she thinks of the capacities in this area of the three countries: “the three candidates rely largely on the police services or other existing government security structures to form the backbone of their national and international safety and security activities.
“Given the co-organization aspect, it would be important that the candidates collectively ensure the degree of collaboration and integration required for an event of this scale,” recommends FIFA.
Strong cooperation between the two shores
For several years, Morocco has sealed a solid, and very conclusive, security cooperation with Spain et Portugal. Between Rabat and Madrid especially, this cooperation has been of great help, particularly against terrorist networks and those of illegal immigration and international drug trafficking.
“Between the security services of the three countries, it will simply be a question of some sort of update. An update which is carried out continuously with regular exchanges of working visits,” comments an expert on security relations between Morocco and Spain.
Our interlocutor points out that, in the neighborhood, there are also other countries which have solid relations in terms of security cooperation with both Morocco and Spain: France, Belgium, the Netherlandsbut also Great Britain.
Morocco, which will host a World Cup for the first time, is not “novice” in terms of security supervision of major sporting events.
On the international level, and to speak only of the recent major demonstrations, is it useful to recall that Morocco greatly contributed to securing the progress of the 2022 World Cup in Qatar or the participation of its security services in supervising the Paris Olympic Games?
Before the World Cup, and even on a smaller scale, Morocco will have to prove itself with securing the 2025 African Cup of Nations.
