Stichtse Vecht has been placed higher on the intervention ladder of inter-administrative supervision when it comes to the housing of permit holders. The municipality is lagging behind its statutory targets. The province is considering taking over the task from the municipality if the target is not achieved by January 1, 2025.
Municipality of Stichtse Vecht: ‘On July 1, 2024, the municipality had housed 43 permit holders and there was a backlog of 90 permit holders to be housed. With the new target of 64 for the second half of 2024 and the backlog of 90 added, there is a total target of 154 permit holders to be accommodated for the second half of 2024.’
The backlogs have a reason. Given the scarcity on the social housing market, the Municipal Executive has previously drawn up clear guidelines for its distribution: ‘We have agreed with the housing associations that we will earmark 30% of the available rental properties for attention groups that urgently need social housing. These include, for example, people from social care, people who experience domestic violence and also permit holders. 70% is for regular home seekers, who also have a chance of finding a home. An additional problem is that more than 80% of status holders are single, while small homes are extra scarce.’
The municipality is working on expanding the housing stock, an action plan for reducing the backlog, and investigating options for splitting homes and installing flexible housing. If the municipality has not achieved the target by January 1, 2025, the province has announced that it will further scale up the IBT (Inter-administrative supervision) to step 4 and substitution may take place. In that case, the Province takes over the task of housing permit holders in Stichtse Vecht from the municipality.
