Born in Dakar in 1972, Baye Moctar Diop, Senior Foreign Affairs Advisor, was appointed Ambassador of the Republic of Senegal to by the President of the Republic, this Wednesday, January 15, 2025. This experienced diplomat will, through this position, consolidate his rich and diversified experience acquired during more than two decades of career in the service of Senegalese diplomacy.
Before his appointment in France, Baye Moctar Diop represented Senegal in several countries and international organizations.

From 2016 to 2021, he served as Ambassador to Ethiopia and Permanent Representative to the African Union. Previously, he was Ambassador to the Kingdom of Belgium, Luxembourg and the European Union.

His experience also includes strategic functions in Senegalese diplomatic missions as Deputy Head of Mission at the Embassy in Italy (2014-2016), missionary at the Embassy in Spain (2013-2014), first Advisor at the Embassy in Canada (2007-2010) and second Counselor at the Embassy in Côte d’Ivoire (2004-2007).
At the central level, Baye Moctar Diop was Head of the Africa Division at the Ministry of Foreign Affairs (2001-2004) and Technical Advisor in charge of African affairs (2010-2012).

An expert in African and international diplomacy

Recognized for his expertise in African integration, he is the author of the work “African unity between ambition and will”, published by Harmattan-Sénégal in January 2022. This book explores the challenges and opportunities linked to the unity of the African continent.

Holder of the Brevet of the National School of Administration (ENA), Diplomacy section, obtained in 2001, he also holds a Master’s degree in English from the Cheikh Anta Diop University of Dakar (1998), with a specialization in African literature and civilization. In 2010, he enriched his training by obtaining a certificate in public administration and governance from the University of Ottawa, Canada.
Polyglot, Baye Moctar Diop speaks French and English fluently, which gives him ease in his international missions. Married and father of three children, he combines his diplomatic responsibilities with a balanced personal life. He is also an avid sportsman, including walking, cycling and yoga, which he practices regularly.
