MP Abdou Mbow addressed a written question to the Minister of Finance and Budget, relating to advance decrees, in particular that “authorizing a commitment and the opening of a payment credit of 848,070,280 CFA francs”. July 2024, the census of beneficiaries was not even exhaustive yet. In this context, can you explain to me how such an action justified a compelling emergency of national interest, to the point of causing the issuance of a decree in advance? “. And to continue: “I invite you, in this context, to read paragraph 1 of article 23 of
LOLF 2020-07, which constitutes the legislative basis for the advance decrees.”

Coming back to the issue of a decree in advance to “finance the legislative elections”, Abdou Mbow wonders. ”Finally, during discussions in committee, we understood that the legislative elections had been financed by issuing a decree in advance. Would you like to confirm this for us? If this is the case, why did you voluntarily violate article 23 of the LOLF, which obliges you to propose the ratification of this decree during the “next finance law”, which in this case is the LFR? “.
