King Mohammed VI sent a message to the participants of the 2nd National Conference on Advanced Regionalization, organized in Tangier on December 20 and 21. The royal message was read by the Minister of the Interior, Abdelouafi Laftit, during the opening session.
The Sovereign recalled the strategic importance of advanced regionalization as a lever for good territorial governance and socio-economic development. The message highlighted the progress made since the first edition of the Conference, in particular the establishment of regional council structures, the finalization of the implementing texts of laws relating to local authorities and the adoption of the National Charter of the administrative deconcentration.
Seven priority challenges identified
The royal message identified seven major challenges to accelerate the implementation of advanced regionalization:
- The effective application of the National Charter of Administrative Deconcentrationby mobilizing ministerial departments to transfer responsibilities to regional services.
- Auditing and operationalizing the skills of local authoritieswith a clear approach and shared responsibilities.
- Strengthening participatory democracyby involving citizens and associations in the development and monitoring of public policies.
- The correlation between responsibility and accountabilityby adopting governance and transparency mechanisms.
- Improving territorial attractivenessto attract productive investments and promote sustainable development.
- Exploring new financing mechanismsin order to meet the growing needs of the Regions.
- Adapting to crises and transformationsto face environmental, economic and social challenges.
A call to action for balanced and inclusive development
The Sovereign also highlighted specific priorities, such as managing water stress, improving transport and mobility infrastructure, and the digital transformation of local authorities. These actions are essential to reduce regional disparities and achieve balanced development.
Finally, HM the King called on the participants to take stock of the progress made and to develop a clear roadmap for the next stage. He expressed his wish to see these Conferences result in constructive recommendations to serve the interests of the nation and citizens.
