Retirement income tax, import duties… The Finance Commission adopts the first part of PLF-2025

The Committee on Finance, Planning and Economic Development in the House of Councilors adopted by majority the first part of the finance bill (PLF) for the 2025 financial year.

During a meeting Monday evening, the first part of the bill was approved by 12 votes for, 2 against and one abstention.

The government accepted 63 amendments out of 231 proposed for the first part of the PLF, including 27 customs amendments and 117 tax amendments.

The government approved the amendment presented by the group of the General Confederation of Moroccan Enterprises (CGEM) relating to the cancellation of the reduction of customs duties on table honey in containers less than or equal to 20 kg.

Regarding the revision of import duties applied to certain pharmaceutical products, the Minister Delegate to the Minister of Economy and Finance, in charge of the Budget, Fouzi Lekjaa, affirmed that the government is committed to continuing the revision of these rights through a committee which works in consultation with the Ministry of Social Protection.

The government also validated an amendment aimed at exempting retirement pensions from income tax. This new measure will be carried out in two installments. The first will be applied from January 2025 with a 50% tax deduction. Then, in 2026, the exemption must be total.

The Executive also accepted an amendment relating to the taxation of 30% tax on income generated by winnings from games of chance.

Remember that the House of Advisors will hold plenary sessions on Wednesday and Thursday, devoted to the examination and vote of the Finance Bill (PLF) n°60.24 for the 2025 budget year.
