In compliance with all the measures taken so far to help Senegalese living abroad, we are impatiently awaiting the creation of a bank for the benefit of all nationals of the diaspora. If the State is still concerned to better assist our compatriots throughout the world with a view to finding much more global solutions adapted to their most important needs, the creation of this institution is an undeniable opportunity. that we continue to dream of.
Thus, we ask the deputies of the diaspora to bring this ambitious and useful project within the assembly for its promotion. Since the first legislature, we have not actually seen a single project beneficial to the diaspora put on the table of the president of the national assembly. Why then elect deputies for the diaspora?
For several reasons, this bank must exist in order to allow Senegalese living abroad, in the same way as those who have remained in the country, to access housing through the acquisition of land, financing for construction or acquisition. of houses already completed and to invest in various areas.
In several countries, immigrants have already set up housing cooperatives; the establishment of a bank will make it possible to finance these cooperatives which will achieve very important objectives for their members.
We also know that, among Senegalese people abroad, there are many potential entrepreneurs who only seek to deploy themselves in the economic sector in Senegal and contribute to the emergence through the creation of businesses in very diversified sectors such as agriculture, market gardening, fishing, horticulture, livestock breeding, processing and many other sectors.
It is for several reasons that we believe it is appropriate to set up this institution.
We believe that the State will be able to provide the capital required for its creation and, in the short term, the capital will be privatized and the shares transferred to nationals living in the diaspora who could become shareholders with the possibility for the State to retain shares below average.
We will be able to put in place a functional structure which will allow any Senegalese living outside to benefit from a bank account as soon as they use a money transfer platform similar to Sendwave, Western union which we will implement. place.
We therefore intend to open different types of accounts to customers allowing them to transfer part of their income into current or savings accounts and, consequently, to request loans to settle needs that they have not been able to satisfy. since they left Senegal. While remembering that some of our compatriots have never had the opportunity to open an account in Senegal.
Given the importance of annual transfers (approximately more than 1200 billion), our bank would be competent to mobilize at least ten to fifty percent of these revenues which will be banked with very suitable and reliable traceability. Consequently, these large deposits will contribute to increasing the pool of banking resources available to the Senegalese economy.

We are going to put in place banking products adapted to our very specific clientele, taking into account the distance by setting up new transfer circuits and granting international payment bank cards by affiliating with the largest international networks such as visa and mastercard.
As for international transfers and means of payment, we intend to adapt to international standards through possible foreign correspondents and offer our customers modern means and techniques which are in progress around the world following steps that we will take. at the end of business trips to certain countries where the Senegalese diaspora is well represented.
We also intend to support our potential investors with the feasibility study of their short, medium and long-term needs, the provision of financing and the establishment of guarantees with the support of the existing investment guarantee subsidiary. already such as “Fongad-Invest” which is already operational as an institution supporting our banking activity.
Finally, by requesting the implementation of this project, we are counting on the support of all the deputies of the diaspora, the Minister of Foreign Affairs and the Secretary of State for Senegalese Abroad, who will also be able to facilitate the Obtaining approval from competent authorities such as the BCEAO.
