According to Libération, which reported the information this Tuesday, a mission from the State General Inspectorate (IGE) highlighted, for the period 2019-2023, opaque financial operations at the Senegalese embassy in Ottawa. These investigations also revealed the destruction of all accounting evidence linked to these transactions.
The state judicial agent filed a complaint for embezzlement of public funds and fraud on public funds following these serious malfunctions. At the heart of this affair are dubious relations between the diplomatic representation and a company called “Ace Building”. This company had obtained, under conditions deemed illegal, the contract for the renovation of the former embassy headquarters for an amount of 3.5 billion FCFA, as well as architectural work billed at 36.9 million FCFA. .

Furthermore, the embassy declared that “Ace Building” had rented it a hangar for storing equipment for three years. However, investigations revealed that the supposed address of this hangar was fictitious. Despite this, rents were paid in full to the company.
The most worrying aspect of this affair concerns the total disappearance of the accounting documents linked to these financial transactions. The former managers argued that the management documents for the year 2019 would have been destroyed because of the presence of asbestos during the renovation work. As for the documents for fiscal years 2020 to 2023, allegedly left behind, they were never found by the new team in charge.
