Council of Ministers chaired by King Mohammed VI, what to remember

This Friday, October 18, 2024, King Mohammed VI chaired a Council of Ministers at the Royal Palace in Rabat. This Council was devoted to examining the general orientations of the finance bill for the year 2025 as well as the adoption of several draft decrees in the military field, international conventions and appointments to higher positions. .

Presentation of the 2025 finance bill

The Minister of Economy and Finance presented the broad outlines of the finance bill for 2025, which intervenes in a difficult international context marked by geopolitical tensions and climate crises. Morocco forecasts a growth rate of 3.3% in 2024, and the bill is structured around four priorities:

  1. Strengthening the social state : Continued generalization of social protection, reforms of the health and social assistance system, implementation of the education roadmap and support for social dialogue.
  2. Boosting investment and creating jobs : Stimulation of private and public investment, projects in clean energy, energy transition and preparations for the 2030 World Cup.
  3. Structural reforms : Continuation of reforms of justice, advanced regionalization and public establishments, with adjustments in organic and fiscal laws.
  4. Preservation of public finances : Reduction of the budget deficit and financing of projects while ensuring the financial stability of the country.

Draft decrees relating to the Armed Forces

The Council approved seven draft decrees mainly concerning the social and material conditions of members of the Auxiliary Forces, Civil Protection and the Royal Armed Forces. These decrees provide for an increase in pay and allowances, in line with the adjustments decided for civil servants within the framework of social dialogue.

Adoption of international conventions

Nineteen international conventions have been adopted, including sixteen bilateral and three multilateral. The bilateral agreements concern various areas such as investment promotion, judicial and customs cooperation, maritime fishing and air services, with a particular emphasis on relations with several African countries. Multilateral conventions notably include the establishment of the permanent headquarters of the Pan-African Institute for Development in Dakhla.
