February 24, 2025: a key date for the digital future of Senegal

The President of Senegal, Bassirou Diomaye Faye, announced the official launch of the new national digital transformation strategy, called “New Technological Deal”, for February 24, 2025. This initiative marks a turning point in the digital modernization of the country and part of a long-term vision set for 2034. The announcement was made during the first edition of the Conference of Public Administrators and Managers (CAMP) on January 20.

The Technological New Deal replaces the previous strategy, “Digital Senegal 2025”, adopted in 2016. This roadmap is based on four fundamental pillars:

  1. Technological sovereignty: construction of infrastructure to guarantee the country’s digital independence.
  2. Affordable Internet access: extending connectivity to the entire population, including in remote and border areas.
  3. Development of digital skills: highlighting emerging technologies such as artificial intelligence and cloud computing.
  4. Promote innovation and entrepreneurship: creation of an environment conducive to the development of startups and technological companies.

Senegal is already well positioned in terms of digital governance. According to the report « E-Government Survey 2024 » According to the United Nations, the country scored 0.5142 out of 1 on the e-Government Development Index (EGDI), higher than the African average of 0.4247. In addition, the International Telecommunications Union (ITU) ranks Senegal among African leaders with a score of 69.3 in ICT adoption, compared to a regional average of 50.3.

President Faye stressed the importance of this strategy to modernize public services and boost government efficiency, particularly through initiatives such as the recent “gov’athon”. This program aligns with global efforts to accelerate digital transformation and promote sustainable development through technology.

The Technological New Deal is seen as a proactive response to the digital challenges and opportunities of the future, positioning Senegal as a key player in the digital economy in Africa.
