Diamniadio, January 20 (APS) – The President of the Republic announced, Monday, in Diamniadio (west), reforms aimed at increasing the supervision of parapublic sector companies by the State, to force them to strictly adhere to to their prerogatives and to exercise “strict regulatory supervision” over them.
”A strategic State grants delegations to public entities, but ensures the exemplary nature of their governance and their performance. This is why I attach paramount importance to the supervision of the parapublic sector,” said Bassirou Diomaye Faye.
He was speaking at the opening of the conference of public administrators and managers.
”I ask the Prime Minister to ensure the rigorous application of the orientation law of April 19, 2022 relating to the parapublic sector which aims to better understand the State portfolio, to control the management of public resources and to verify the relevance of parapublic sector interventions,” declared Mr. Faye.
Several personalities, including the Prime Minister, Ousmane Sonko, other members of the government, as well as directors general, administrators of national companies and parapublic sector companies, civil servants and state agents are taking part in the conference .
”I recall the requirement for the deliberative and executive bodies of parapublic sector entities to stick strictly to their prerogatives,” insisted Bassirou Diomaye Faye.
”As such, I ask the boards of directors and general management to submit, without exception, their strategic choices to the competent ministries, through the systematic holding of pre-councils.”
Bassirou Diomaye Faye announces that ”the reports” of the authorities responsible for administering parapublic sector companies ”will be communicated in detail to the Prime Minister and the President of the Republic”.
”The same goes for recruitment and remuneration decisions,” he added.
In terms of recruitment and remuneration, parapublic establishments ”will be subject to strict regulatory supervision, in order to preserve both the coherence of public policies and the sustainability of State finances”.
-The governance of the parapublic sector requires “constant vigilance”, underlined Bassirou Diomaye Faye, believing that it must be subject to “rigorous management” and administered “according to the best international standards ”.
Parapublic public enterprises ”cannot constitute a burden on the nation”, added the Head of State after deploring the existence of a ”hypertrophied parapublic sector” and ”complex and costly” administrative services. ”.
He said he noted “alarming findings” in the functioning of the public administration, for which “the room for maneuver no longer exists”.
Mr. Faye believes that the Senegalese public and parapublic sectors are ”frozen in outdated patterns”.
The aim of the conference of public administrators and managers is to ”strengthen the coherence and effectiveness of public action”, says the Government Information and Communication Office (BIC-GOUV).
”It was decided to establish, in the first quarter of each year, a national meeting bringing together all public administrators and managers,” adds the BIC-GOUV.
”This meeting (…) will constitute a space for sharing, strategic orientation and mobilization around the major challenges of governance and the management of public policies,” he explains.
