L’Office of Vocational Training and Labor Promotion (OFPPT) is preparing to launch a strategic audit of the Cities of trades and skills (CMC). This program represents the cornerstone of the new road map for the development of the vocational training au Morocco. Its ambition is to create a new generation ofprofessional training establishmentsaimed at improving the employability of young people, strengthening the competitiveness of businesses and promoting the creation of value at the territorial level. By bringing together various professional sectors within the same campus, these cities embody an integrated and innovative approach to training.

The strategic audit will make it possible to carry out an exhaustive and transparent evaluation of the program’s achievements from its start (signing of the financing agreement) until the end of 2024. It will focus in particular on the evaluation of governance, aspects budgetary and financial, infrastructureshuman resources, technical and educational equipment as well as the overall impact of the program. For this last axis, the audit will make it possible to analyze to what extent the program meets, at this stage of deployment, the expectations of the beneficiaries, whether young people in formationbusinesses or local authorities. It also aims to measure the degree of respect for the principles set out in the convention, thus ensuring the relevance of the actions undertaken. In addition, this project will make it possible to evaluate how the resources allocated to this program are used. This includes reviewing budgets, allocating funds in relation to set objectives, and managing costs related to the design, construction, and equipment of CMC. Overall, the audit will identify the strengths, dysfunctions and risks linked to the implementation of the program. These findings will serve as a basis for making continuous improvements, both in the design and management of CMCs and in the entire implementation process.

Note that theOFPPT is in the process of recruiting an expert, via call for tenders, to support this initiative. This strategic project demonstrates the OFPPT’s commitment to quality professional training, adapted to market requirements and Morocco’s development ambitions.

Audit Context

As part of a sustained development dynamic, dictated by transformations and economic requirements in terms of skills, and in accordance with the High Royal Guidelines, “the OFPPT is part of a rigorous process to reinvent professional training and guarantee an updated offer that meets the needs of local and national professionals, all sectors combined.

The news roadmap for the development of professional trainingpresented before the Sovereign on April 4, 2019, represents the spearhead of a process of upgrading and restructuring. The audit of the implementation of the CMC program is provided for in Article 14 of the agreement relating to the financing of the Cities of Trades and Skills. The CMC program constitutes a major strategic initiative for the OFPPT for the development of professional training in Morocco.
