This first Council of Ministers of the year 2025 was an opportunity, for the President of the Republic, to send his best wishes for health and success to the Prime Minister, to the members of the Council and to all the active forces of the Nation. The year 2025 must be marked by commitment, work, reforms (institutional, economic, social and sectoral), transformations and results.

The Head of State congratulated the Prime Minister for the remarkable work accomplished by the Government over the last eight (8) months to redress the overall situation of the country. He particularly welcomed the implementation of sectoral measures to rectify and revive economic and social activities, as well as the presentation, on December 27, 2024, of its General Policy Declaration (DPG) and the adoption, under exceptional conditions , the amended Finance Law 2024 and the draft Finance Law for the year 2025, thus guaranteeing the continuity of the State. He asked the Prime Minister to present, in conjunction with all Ministers and Secretaries of State, the Government Action Plan for the year 2025, integrating the legislative and regulatory agenda while ensuring the adequate functioning of the education system, universities and higher education establishments.

The President of the Republic also asked the Prime Minister to grant special priority to the health sector and the strengthening of social protection for Senegalese people with the development of universal health coverage and the restructuring of social safety net programs and the National Solidarity Fund around the updating of the Single National Register (RNU), to be validated before the end of the first quarter of 2025. In this dynamic, he invited the Government to establish social stability in all sectors by assessing union and employer grievances with stakeholders. On this subject, he indicated the need to conclude, before the next Labor Day, a new social pact with the trade union centers and employers’ organizations.

The Head of State urged the Government to continue efforts to consolidate public finances, control public spending and, above all, fight against the high cost of living and against the rise in prices of approved products. This involves strengthening the option of food sovereignty and revising the national supply management policy, particularly in hydrocarbons, foodstuffs and everyday consumer products. Furthermore, primary importance will be given to the revival of the national economy through:
1- improving the business environment;
2- the development of the local private sector with the promotion of “national industrial champions”;
3- the rise of productive investment with innovative financing and rapid execution of priority projects in all sectors in accordance with the National Transformation Agenda.

As such, the President of the Republic invited the Prime Minister to finalize the validation process of the bill on economic sovereignty, accompanied by its various texts, instruments and operationalization mechanisms in the context of the exploitation of our mining, oil and gas resources. He asked the Government to ensure the strengthening of transparency in the extractive industries and to guarantee inclusive governance of the country’s natural resources at the exclusive service of the Senegalese people. In this regard, he indicated to the Government the urgency of activating the institutional and financial mechanisms relating to the Stabilization Fund and the Intergenerational Fund established by Law No. 2022-09 of April 19, 2022 relating to the distribution and supervising the management of revenues from hydrocarbon exploitation. He further instructed the Prime Minister to prepare in conjunction with the Minister of Energy, Oil and Mines, the Minister of the Economy, Planning and Cooperation, the Minister of Finance and Budget and the COS – PETROGAZ Secretariat, the holding of the next session of the said Committee, in its new composition, before the end of April 2025.

The Head of State also underlined the urgency of preparing the operational implementation of the Territorial Poles, epicenters of the success of Senegal’s economic and social policy, with emblematic projects to be launched in each entity, in line with the National Transformation Agenda. In this perspective of revitalizing territories, the employability and employment of young people must constitute priorities. This will involve accelerating the creation of vocational training centers as well as optimizing mechanisms to promote entrepreneurship and employment of young people and women. Therefore, he urged the Government to intensify the development of the social and solidarity economy, but also to translate its desire to promote women in Senegal and the diaspora through the urgent adoption of the draft orientation law on economic empowerment of women.

The President of the Republic also called for the effective establishment of an innovative monitoring-evaluation framework for the implementation of Vision Senegal 2050 with its sectoral and temporal variations in order to establish governance of achievements. and results.
Referring to the organization and preparation of the Youth Olympic Games, the Head of State stressed that the Dakar 2026 YOG constitutes, in view of its sporting, economic, infrastructural, cultural and logistical dimensions, a major challenge for Senegal in all its components. Which justifies the imperative to classify this event among the Government’s priority actions in 2025. He asked the Prime Minister to ensure, from now on, permanent supervision (with the Minister responsible for Sports) of all activities, projects and financing relating to the YOG Dakar 2026. He insisted on the need to ensure, in particular, the timely receipt of all the infrastructure linked to the holding, for the first time in Africa, of the Games which bring together the youth of the world.
The President of the Republic also addressed the 8th edition of “Setal Sunu Rew” which he chaired on Saturday January 4, 2025 at the Comico city in the commune of Yeumbeul . He praised the regularity of the holding of the national activity placed, every first Saturday of the month, under a topical theme promoting human investment, cleanliness, the living environment, civic-mindedness, individual and collective appropriation public policies. He congratulated the Minister of the Armed Forces, the Chief of General Staff of the Armed Forces, the High Commander of the National Gendarmerie and Director of Military Justice and all of the Forces of
Defense and Security for their exceptional mobilization which made this citizen investment day a success. This demonstration is the symbol of the institutional and social anchoring of the Army-Nation concept, essential for the inclusive development of a sovereign, just and prosperous Senegal.
As part of his diplomatic agenda, the Head of State returned to his participation, on Tuesday January 7, 2025 in Accra, in the inauguration ceremony of the new President of Ghana, His Excellency Mr. John Dramani Mahama.
In his communication, the Prime Minister focused on the government roadmap for the year 2025, in the wake of the Head of State’s speech to the Nation on December 31, 2024 and his General Policy Declaration , on December 27, 2024. In this regard, he shared the steering system for the Senegal 2050 National Transformation Agenda, emphasizing in particular the mechanisms for monitoring the implementation implementation of programs, projects and reforms.
In this context, he insisted on the diligent exploitation of the conclusions and recommendations of the ongoing workshop with experts from the ministries, devoted to the operational implementation of the Agenda, particularly on priority programs, projects and reforms on the period 2025-2029. As part of the success factors in achieving Vision Senegal 2050, namely the systemic transformation of the country, the Prime Minister urged members of the Government to give absolute priority to the appropriation, by their collaborators, of the seven (7 ) ruptures that he highlighted in his DPG. These ruptures must constitute the rudder of operational management over the period 2025-2029, ensuring the establishment, with rigor and precision, of a coherent and efficient hierarchical line within the different ministerial departments.
Furthermore, the Prime Minister underlined the selective approach that Ministers must demonstrate in terms of commitment, by their services, during the first half of 2025, of expenditure relating to current projects and programs, with a view to guaranteeing the consistency with the implementation of the strategic objectives of the new five-year plan. He also noted the importance to be given to monitoring the implementation of residual or continuing actions of the Government Emergency Action Plan initiated in 2024.
Finally, the Prime Minister asked the Minister of Finance and Budget to ensure the diligent implementation of the liquidation process of the High Council of Territorial Communities (HCCT) and the Economic, Social and Environmental Council (CESE) following the suppression of these institutions.
