This new year 2025 brings its share of changes. On the real estate side, housing with a DPE, energy performance diagnosis, G has been prohibited from renting since January 1, 2025. A measure which aims to fight against energy sieves.

The ban on renting G-rated accommodation since January 1, 2025 only concerns new rental contracts. « The lessor risks that a tenant leaves during the year and is unable to rent again afterwards.explains Gwenaëlle Nedelec, director of Adil de l’Orne. For some time now, the landlord has no longer been able to increase the rent for F or G accommodation.. »

A ban which, however, promises to be difficult to enforce in practice.

35% of Ornais homes considered energy sieves

In , in 2023, 15% of main residences were considered energy sieves with a DPE classified F or G (the worst DPE being G and the best A).

In Orne, this rate is 35% according to ADIL, the Departmental Housing Information Agency. This is the highest rate among the five departments and one of the highest in France as well.
A rate explained by Gwenaëlle Nedelec, director of ADIL de l’Orne: “ We have old buildingsowners too sometimes. So this old building has not necessarily been renewed. There is a lot at stake because some landlords may discover that they can no longer rent their accommodation. So it is important to think now ».

Bail'Rénov, a program to support landlords and tenants, launched in Orne

To help private sector landlords and their tenants, the government has launched Bail'Rénov: a program to raise awareness, inform and support on the subjects of renovation and energy efficiency. Bail'Rénov has been deployed in Orne since the end of 2024 by ADIL de l'Orne.

It allows several players in housing and energy renovation (ANIL, Mouvement Habitat & Humanisme, SOLIHA, UNPI, Casbâ, Energies Demain, Sonergia) to pool their expertise to provide information and advice to landlords and tenants.

Collective meetings are offered as part of Bail'Rénov to landlords and tenants in the private sector.

Lessor owners: “ Where are we in our accommodation? »

For landlords, ADIL de l'Orne offers two services as part of Bail'Rénov: collective information meetings and visits to the accommodation for individualized awareness. “ The idea is to hold workshops in order to raise awareness and inform owners about what is happening: DPE, aid and improvements, etc. », explains Gwenaëlle Nedelec.

Several tips are presented to energy strainer rental companies. “ We must already make the observation: “where are we in our accommodation?”specifies Gwenaëlle Nedelec. Some landlords do not have a DPE diagnosis, although it has been compulsory since 2007. And then, we have landlords who are afraid of having an unfavorable diagnosis. The problem is that the tenant will not have a diagnosis and is likely to no longer have housing assistance. » There is therefore a real challenge for the lessor because the tenants of these accommodations, with high energy losses and often high charges, rely in particular on aid from the CAF to pay their rent.

Depending on the situations of the landlords, aid is offered to renovate the rented accommodation.
