How the Department of Haute- plans to support the “great suffering” of children in care

While the Departmental Plan for Children and Families 2025-2029 has just been presented, the Departmental Child Protection Observatory highlights an “explosion in the number of children in great suffering” and a “rejuvenation children in care”, with seven babies in nurseries previously compared to around twenty today.

A sector in tension

More broadly, the number of children aged 0 to 18 welcomed by Child Welfare (ASE) services is constantly increasing in Haute-: between 2018 and 2024, the increase in the number of minors entrusted represents an increase of +48%.

Professionals say they are “better prepared to detect domestic violence” but continue to warn of a “complexification of situations” within fragile and precarious families.

In the department, single-parent families represent a share of 15.3% (compared to 14.7% in Nouvelle-Aquitaine) and the poverty rate is 16.1% (compared to 13.8% in Nouvelle-Aquitaine and 14. 5% in )

In an increasingly vulnerable society, with family models lacking guidance and the omnipresence of screens on a daily basis, child protection professionals are in difficulty, when almost half of social assistance measures in childhood (49%) concern adolescents or pre-adolescents.
