Serious business finally begins, Friday January 3, for the government of François Bayrou. Eleven days after its formation, the new executive will meet for the first time in full in the morning. First for the traditional breakfast offered by the Minister of the Interior, Bruno Retailleau, Place Beauvau. Then in the Council of Ministers at the Elysée, around the President of the Republic, Emmanuel Macron. This meeting will be followed by a defense council, devoted to the situation in Mayotte, two and a half weeks after the devastating passage of Cyclone Chido.
Until the last moment, the agenda for this first council of the year remained uncertain. The presentation of the emergency bill for Mayotte, initially planned, was finally postponed to the following week. François Bayrou, who had lunch on Thursday with the head of state, should essentially, in the Elysee closed door, expose his method, which consists, according to those around him, of “putting detail and concreteness back into public policies”.
The main challenge for François Bayrou, however, remains economic and budgetary. Without a budget since the censorship of Michel Barnier's government, France has held on since 1is January, thanks to a minimalist “special law”, which only authorizes the new team to raise taxes and spend the same credits as in 2024, without the new measures which appeared in the finance bill in preparation. If civil servants are still paid, there is nevertheless an urgent need to adopt a budget for 2025.
