“We claim a better income et a fairer distribution of aid PAC so that no farmer has to apply for RSA to survive,” says the Finistère Peasant Confederation.

15 to 20 hours of activity per week

Since March 1, 2024, Finistère and 30 other departments have been affected by the second phase of the “Renovated support for welfare recipients” experiment. RSA “. A farmers' market

More than one in 10 farmers

“According to a survey carried out in 2023 by Reporterre, more thanone in 10 farmers in France was a beneficiary of a solidarity allowance, RSA and activity bonus,” indicates the Conf’. “And already, the rate of non-use of these social benefits was estimated between 50 and 60% by the MSA.”

And the union recalls that recourse to an RSA request by a farmer is not not a sign of economic inactivity, a lack of know-how or poor management. “This may be the consequence of health crisisa climatic event, an adjustment to standards generating additional annuities, creating more or less temporary insecurity depending on the case.

The use of RSA can also be “a systemic consequence of the poor distribution of the CAP, linked to the surface. Thus, recourse to the activity bonus, often supplemented by a partial RSA, is sometimes “the only way to overcome the injustice of the CAP or to the inertia of the state to support productions undergoing storms and illnesses.”

Exempt farmers

The Peasant Confederation therefore asks the Finistère Departmental Council that farmers be exempt from the conditional RSA system. “We also want it to consider and respect agricultural work as essential human work, that it plays its role of social support for people, in a humane way. And that he supports our demands for a better income and a better distribution of CAP aid for farmers.”
