Sylvie Jacq, vice-president of the Education and Attractiveness Commission of the Calvados department and Frédéric Brogniard, mayor of Valdallière, were at the Vassy media library on Wednesday December 11, 2024.
In the company of Hélène Chedorge, director of culture at the Department of Calvados, Régis Deliquaire, departmental advisor, Laurine Miragliese, head of the Valdallière media library network and cultural coordinator, delegate mayors and representatives of associations, both elected officials signed the renewal of the territorial cultural development contract (CDCT).
This contract binds the Department and the municipality of Valdallière for a period of three years.
“We found an audience for everything we proposed”
Valdallière was in 2020 the 4th territory to commit to a cultural development contract and is today the 2nd to renew this cultural commitment with the Department of Calvados.
The territorial cultural development contract (CDTC) is a “three-year contractualization system which aims to establish a real cultural policy on the scale of each territory. The department provides a financial and technical support.
Before the signing, Frédéric Brogniart returned to the actions carried out thanks to this partnership.
Everything went well. We opened the field in the town of Valdallière, beyond my expectations. We found an audience for everything we proposed. A few times I was a little skeptical, but no, it worked. This is certainly due to the quality of the program that was presented, but also, I think, to the consequences of Covid, where people were a little either claustrophobic out of obligation, or a little cut off from the world for several months, or even in stress and there was a return to freedom, open-mindedness, culture being part of it.

The actions carried out during the first contract focused on the public readingthe development of artistic lessonsactions in favor of heritage and the development of time dedicated to street arts. Thus, for the year 2024, 173 animations were proposed and brought together 5,000 spectatorsincluding children from the three Valdallière schools.
In 2023, the financial assistance provided by the department amounted to €11,536. The Harmonie fanfare and the Music school received €3,400 for the operation of the music school and the acquisition of musical instruments. The municipality of Valdallière benefited from a subsidy of €1,200 for the organization of Ciné et Patrimoine and €6,936 for support for engineering and experimentation, development credits.
We have been working together since 2018. You are renewing for the 2nd generation of CDTC. It's reassuring to see that the cultural policy we have is appropriate for the territory. We are delighted to work with you. In Valdallière, you have the media library, the upcoming Chat Foin, the Music School, the theater, the organ and a very important heritage composed in particular of 14 churches and the Commanderie de Courval.
The elected official for culture paid tribute to Laurine Miragliese, cultural coordinator. “She is overflowing with ideas, will and desires.”
The five directions for the next three years
The municipality will continue its cultural policy around five axes: strengthening the public reading and the development of socio-cultural actions thanks to the network of media libraries; the organization of regular meetings around live performance, street arts and artistic practices ; support for artistic and cultural projects and the local associative fabric; strengthening the artistic lessonsand support for actions concerning heritage.
