Advanced regionalization – Morocco: “The current stage must be that of operationalization in the service of territorial development” (Ms. Bouaida)

The current stage of advanced regionalization must be that of operationalization in order to meet the challenge of territorial development, indicated, Friday in Tangier, the president of the Association of Regions of Morocco (ARM), Mbarka Bouaida.

Speaking at the opening of the second edition of the National Conference on Advanced Regionalization, organized under the High Patronage of His Majesty King Mohammed VI under the theme “Advanced regionalization, between the challenges of today and tomorrow ”, Ms. Bouaida stressed that the Region is called to fully assume its missions, manage its own affairs and exercise its prerogatives optimally.

The Region, she continued, is considered a vital and important space for the creation of material wealth and the achievement of integrated development, recalling, in this regard, the conclusions of the New Development Model which establishes administrative deconcentration and the strengthening of the advanced regionalization project into essential pillars capable of meeting expectations and meeting the various challenges.

The President of the Council of the Guelmim-Oued Noun region noted that the advanced regionalization project is the crowning of a progressive process and a consecration of local democracy, as a crucial strategy for the development of the institutional structure. and the promotion of territorial development, welcoming the conclusions of the first National Conference on advanced regionalization.

The three territorial levels (municipalities, provinces and regions) have raised the Region to the rank of territorial space conducive to the convergence of public policies, she continued, calling for taking up the challenge of training human resources and local elites, so as to strengthen the attractiveness of investments and deal with crises, including those linked to water stress, transport, sustainable mobility and the digital transition.

After insisting on the imperative to take these challenges into account in order to consolidate the advanced regionalization process, Ms. Bouaida underlined the need to adopt a participatory approach involving the different territorial actors, academics and civil society, with the aim of develop scenarios likely to improve and optimize this project to meet the challenges of today and tomorrow.

The opening session of these Conferences was marked by the Royal Message addressed to the participants, which was read by the Minister of the Interior, Abdelouafi Laftit.

Organized by the Ministry of the Interior in partnership with the Association of Regions of Morocco, this two-day event constitutes an important moment in the implementation, under the impetus of the High Royal Guidelines, of the advanced regionalization project as as structural institutional reform and strategic choice for the consolidation of the territorial development process.
