Things are heating up on a social level at the town hall of Rouen (Seine-Maritime). Thursday December 19, 2024, agents were gathered in the municipal council roombefore the start of the session, to “denounce the lack of respect relating to social dialogue in the city of Rouen and the lack of consideration from the community towards its agents”.
Guillaume Larose, general secretary of the CGT territorial union of Rouen, did not mince his words by directly addressing Mayor Nicolas Mayer-Rossignol: “Your decision to refuse the increase in the compensation plan for all agents and to grant a legitimate increase for municipal police officers are unacceptable. »
Municipal police officers are fully involved in their daily tasks but due to lack of salary recognition will soon leave your community if no effort is made. […] Does the safety of your residents come at a price?
Concretely, agents demand a salary increase of 8%when the town hall offers 5%. This motivated municipal police officers to go on strike on November 15.
“We need appeasement”
Beyond this claim, the CGT manager highlights a social dialogue at a standstill: “The brutality and contempt you show is no longer tolerable. […] We have been open to social dialogue, constructive opposition and mutual listening for years. On the previous mandate, never, we would have questioned Mr. Yvon Robert during a municipal council, because he listened to the CGT and respected social dialogue. »
We hope that this alert during this municipal council meeting will make you and your team aware of the difficulty of communicating with you. […] We are not asking you to hug us but we need appeasement.
Mayor Nicolas Mayer-Rossignol responded when the question of the compensation plan for the municipal police, on the council’s agenda, was addressed by elected officials.
A “strong choice” for the police and early childhood
“We must distinguish the form and the content. On December 2, the CST (territorial social committee) opened, the CGT was present standing, the quorum was not reached. A second meeting took place on December 17. The other unions came, the CGT chose not to come. We had a constructive discussion with the other unions. »
And on the merits: “On November 14, I made a proposal, to commit immediately to increasing the compensation plan for the municipal police, of the order of 100 euros per month, a strong choice, as we do for early childhood. »
The mayor also highlighted the uncertain nature of the current situation regarding the evolution of public finances.
For his part, finance assistant Matthieu de Montchalin recalled the city’s concern to ensure “fairness between agents who will benefit from a substantial increase and those who will not benefit from it”.
