Under Morocco’s sponsorship, Libyan parties reach new agreement in Bouznika

The Libyan Parliament and the High Council of State announced this Wednesday evening, in Bouznika, Morocco, where a consultative meeting between the two institutions is being held, that an agreement has been reached concerning the preparatory phase for the organization of national elections in Libya. This initiative aims to overcome the current political impasse in the country.

Main points of the agreement:

The agreement, details of which were presented at a press conference by Sarah Essouih, member of the Libyan Parliament, is inspired by the following references:

  • The Constitutional Declaration and its amendments.
  • The Libyan Political Agreement signed in Skhirat.
  • UN Security Council resolutions, in particular Resolution 2259 of 2015.
  • The preparatory phase agreement signed in Geneva and the document resulting from the meeting in Cairo between Parliament and the High Council of State.

Recomposition of the executive:

The agreement states:

  • The reorganization of the executive authority in accordance with Article 4 of the Libyan Political Agreement.
  • Creation of a joint committee responsible for:
    • To appoint a new executive authority.
    • To collaborate with the UN mission and various local and international actors.
    • To review the selection mechanisms proposed at the Cairo meeting and submit, if necessary, adjustments to ensure increased consensus.
    • To develop proposals guaranteeing transparency, decentralization and progress towards free and fair elections.

Economic development and local governance:

Article 3 of the agreement provides:

  • Resources to start the national census project and the “Intilaka” project to revamp national identification numbers.

Article 4 mentions:

  • The formation of a joint committee to deal with the economic, financial and local governance aspects, with the main missions:
    • Develop mechanisms for equitable distribution of development programs and local budgets, while balancing investments between major strategic projects and local initiatives.
    • Reduce imbalances in the gross national product and assess the performance of productive sectors.
    • Propose ways to strengthen transparency, fight corruption and revise economic laws with a view to reforms and modernizations.

Security and sovereignty:

The security aspect was also included in the agreement, with:

  • The formation of a joint committee to:
    • Implement the conclusions of the meeting of the Defense and National Security committees of the two institutions, held last August.
    • Support the work of the Joint Military Commission (5+5) and overcome obstacles to the completion of its missions.
    • Develop a plan in coordination with national security authorities to restore order and state sovereignty, as well as to regain control of borders, crossing points and ports.

Appointments to sovereign positions:

Article 8 specifies:

  • The formation of a joint committee to finalize appointments to sovereign positions, responsible for:
    • Reexamine the criteria for applying for these positions.
    • Propose mechanisms for submitting applications and selection, guaranteeing a consensus in accordance with the Libyan Political Agreement.

Implementation and next steps:

The committees concerned will have to submit their final reports for validation by the two bodies within one month of their first meeting.
The next gathering is planned in the town of Derna at the end of January 2024.

During the presentation of the agreement, Sarah Essouih expressed her gratitude to the Kingdom of Morocco for its continued support, praising its positive role in bridging positions between the Libyan factions. She also thanked Morocco for creating favorable conditions for the success of the political consultations.

The heads of the two institutions, Khaled Al-Machri and Aguila Salah, are expected tomorrow in Bouznika to sign the agreement and issue a final statement on this subject.
